STAFF REPORT
SUBJECT: To allow membership (fraternal) organizations in the IL,
Industrial Light and other appropriate land use
districts.
Mayor and Council Meeting of November 18. 1991
BACKGROUND
The Development Code permits churches and other membership
organizations in various locations throughout the City. However,
churches are permitted in some designations, but membership
organizations are not. Since they are similar uses, there may be
other designations where membership organizations can or should be
permitted.
For example, churches are conditionally permitted in the IL land
use district. It was determined at the time of Development Code
adoption, that since uses within the IL land use district must be
conducted within enclosed structures and churches are conducted
within enclosed structures. churches could be a compatible use in
IL. Since membersship organizations are similar to churches. they
may also be appropriate in the IL district.
RECOMMENDATION
I recommend that the Mayor and Common Council direct Planning staff
to amend the Development Code to permit membership organizations in
the IL and other appropriate land use districts.
