REOUEST
This applicant-initiated General Plan amendment is to change the
land use designation from alP, Office Industrial Park to CG-1,
Commercial General on approximately 15.26 acres on the west side
of Hallmark Parkway and on the north and south sides of Campeau
Drive in the state College Business Park (see Exhibit A of the
Initial Study).
BACItGROURD
During the hearing process for the adoption of the General Plan on
June 2, 1989, a designation of alP, Office Industrial Park was
assigned to the site and the surrounding area. General Plan
Amendment No. 91-02 designated the land to the west of the site as
IL, Industrial Light on April 15, 1991. The land on the east side
of Hallmark Parkway, north of University Parkway, and around
Ostrem's Way was designated CG-1.
ANALYSIS
The area to the north and west of the site is designated IL,
Industrial Light. The area east and southeast is designated CG-
1, Commercial General and the San Bernardino Flood Control
District's Macy Basin lies to the south.
The present alP, Office Industrial Park designation permits
corporate office, light manufacturing, research and development,
and supporting retail service uses. The CG-1 permits a variety of
commercial retail, restaurants and professional and financial
offices. The CG-1 designation is suitable for the site in that the
location is adjoining other CG-1 designated lands and this allows
for the development of similar use projects at the entrance to the
state College Business Park to serve it and the surrounding area.
Neither environmental nor compatibility impacts are associated with
this General Plan amendment.
ENVIRONMENTAL
The Environmental Review Committee reviewed the applicant's
proposal and the Initial Study on September 19, 1991 and
recommended a Negative Declaration. The proposed Negative
Declaration received a 21 day public review period from September
26, 1991 through October 16, 1991.

PLANNING CONKISSION RECOMMENDATION
The Planning commission unanimously recommended adoption of the
Negative Declaration and approval of General Plan Amendment No. 91-
09 at a noticed public hearing on October 29, 1991.

1. The Mayor and Common Council may adopt the Negative
Declaration and approve General Plan Amendment No. 91-
09 based on the Findings in the resolution.

The aoplicant requests a General Plan land use designation ~han0e
from alP, Office Industrial Park to CG-I. Commercial General on
approximately 15.26 acres located on the west side of Hallmark
Parkway and the north and south sides of Campeau Drive in the State
College Business Park (see Exhibit A of the Initial Study).
AREA CHARACTERISTICS
The amendment site is within the State Colleqe Redevelopment
Project Area. It is generally rectangular in shape. flat and
vacant, and has been previously graded. The site consists of two
areas which are located on the north and south sides of Campeau
Drive. San Bernardino County Flood Control District's Macy Basin
is at the southern boundary of the site. The areas to the north,
east and west are vacant or developed with industrial and
commercial uses.
CALIFORNIA ENVIRONMENTAL OUALJTY ACT (CEOAL_~'!'hT!!$
The General Plan amendment is subject to CEQA. The Environmental
Review Committee reviewed the applicant's proposal and the Initial
Study (Attachment A) on September 19. 1991 and determined that the
proposed amendment would not have an adverse impact on ':~e
environment and recommended a Negative Declaration. There was a
public review period from Seotember 26, 1991 through October 16.

COMMENTS RECEIVED
The City Traffic Engineer reviewed and accepted a traffic impact
report submitted for the amendment which indicated that significant
traffic impacts were not anticipated as a result of a land use
designation change to CG-l. The traffic circulation in the area
will not appreciabl y change as a result of the amendment, howe"er.
future project development will determine the applicable traffi~
mitigation measures to be used to reduce circulation impacts to 3
level of insignificance.
The State of California, Department of Transportation, reviewed the
project and indicated that the individual project does not appear
to impact the State highway system, but that the cumulative imDac~
of traffic and drainage should be provided to them prior to. ~r
with development.

The State of California. Department of Water Resources. reviewed
the proposed amendment and indicated that the change in land use
designation would not directly affect the site. An encroachment
permit will be required at the time of project development as the
site is within the right-of-way for the California Santa Ana Valley
Pipeline along University Parkway.
The County of San Bernardino, Transportation/Flood Control
Department, indicates that the site is reasonably free of serious
flood hazards. however development of the site could impact Macy
Basin.

the north and west of the site is designated IL. Industrial Light.
East and southeast of the site (across University Parkway) the land
is designated CG-1, Commercial General. The land southerly of the
site, between University Parkway and Cajon Boulevard, is comprised
of Macy Basin and belongs to the San Bernardino Flood Control
System.
The OIP deSignation permits a diversity of corporate office, light
manufactur ing. research and development, and support ing retai I
service uses (General Plan Policy 1.31.10).
The CG-1 deSignation provides for the continued use enhancement.
and new development of retail. personal service. entertainment.
office and related commercial uses along major transportati:on
corridors and intersections. The permitted uses include a variety
of commercial retail. restaurants and professional and financial
offices (General Plan Objective 1.191.
The site is suitable for CG-1 permitted commercial development irc
that it is located at an intersection of University Parkway. whicG
is a major transportation corridor. and is in close pr.:.ximity to
the 1-215 freeway. The area on the east side of Hallmark Park~!v
is also deSignated CG-1, as is the area t.:> the southeast adioiI!i.ng
Ostrem's Way. This will allow for the development of similar USE
pre,jects at the entrance to the State College Business Far,:.
General Plan Objective 1.7 is to "Provide for the evolution of ths
existing random pattern of land uses into a network of interrelated
activity clusters and corridors which encompass commercial
governmental, industrial n Al though a random commer,:ial
development has not formed, the CG-1 designation would ensure the
clustering of the commercial uses at the entrance to the State
College Business Park which will serve the Park as well as thE
surrounding area.

The General Plan contains policies for development projects wit~in
the CG-1 designation to ensure that compatibility with the
adjoining IL, Industrial Light designation occurs and that visually
attractive projects are constructed lPolicies 1.19.30 thru 351.
Further design gUidelines are included in the Development Code.
The redesignation of the site will de~rease the OIP designated land
within the City by 15.26 acres and add it to the CG-1 district.
State College Business Park will not have land designated for O!P
as the remaining alP area contains Macy Basin. However. the CG-I
dees permit office uses as well as retail and there are additional
undeveloped light and heavy industrial designated areas northwest
of the Business Park.

1.0 INTRODUCTION
This report is provided by the city of San Bernardino as
an Initial Study for General Plan Amendment No. 91-09 to
change the land use designation from OIP, Office
Industrial Park to CG-l, Commercial General on two vacant
parcels of land in the State College Business Park (see
Exhibit A for site location and land use designations).
As stated in Section 15063 of the California
Environmental Quality Act guidelines, the purposes of
an Initial Study are to:
1. Provide the Lead Agency with information to use as
the basis for deciding whether to prepare an EIR or
Negative Declaration:
2. Enable an applicant or Lead Agency to modify a
project, mitigating adverse impacts before an EIR is
prepared, thereby enabling the project to qualify for
Negative Declaration:
3. Assist the preparation of an EIR, if one is
required, by:
(A) Focusing the EIR on the effects determined to
be significant,
(B) Identify the effects determined not to be
significant, and
(C) Explaining the reasons for determining that
potentially significant effects would not be
significant.
4. Facilitate environmental assessment early in the
design of a project:

2.0 PROJECT DESCRIPTION
The proposed amendment is to change the land use
designation from OIP, Office Industrial Park .to CG-1,
Commercial General on approximately 15.26 acres of land
consisting of two vacant parcels. The site is located
on the west side of Hallmark parkway with one parcel on
the north side and the second parcel on the south side
of Campeau Drive.
The OIP designation permits manufacturing, warehousing,
research and development, mini-storage, outdoor display
and storage, and similar uses. The CG-1 designation
permits a diversity of community-serving retail and
service uses, entertainment uses, and professional and
financial offices.
The location of the amendment site and the surrounding
land use designations are shown on the attached Exhibit
A.
2.1 AMENDMENT SITE AND SURROUNDING AREA CHARACTERISTICS
The proposed amendment site is comprised of two flat,
rectangular, vacant lots which appear to have been
previously disturbed.
The majority of the immediate area is comprised of vacant
land. Development has occurred at the northeast corner
of University Parkway and Hallmark Parkway and on the
land adjoining Ostrem's Way south of University Parkway.
Some of the parcels northerly of the amendment site are
also developed. All of the area northwest of University
Parkway to Lexington Way is within the State College
Business Park.
3.0 ENVIRONMENTAL ASSESSMENT
3.1 Environmental setting
The amendment site is undeveloped and appears to have
been previously graded. The U.S. Geologic Survey San
Bernardino North 7.5 minute Quadrangle shows an
intermittent b1ue1ine stream crossing the southerly
parcel from the southwest to the northeast. The land to
the southwest contains Macy Basin which is a part of the
San Bernardino county Flood Control District.

3.2 ENVIRONMENTAL EFFECTS
3.2.1 Earth Resources
1.a.
The proposed land use designation change will have no
direct effect on the area but there is the possibility
that future development will result in grading with cut
and/or fill activities involving earth movement that
could exceed 10,000 cubic yards.

Parcel Map 5902 was approved and recorded in 1979 which
provided for the necessary easements to improve the
streets within the Business park. Past grading has
disturbed the area and the stream is now incorporated
into the drainage system. No wildlife or habitat exists.
The intermittent blueline stream shown on the USGS
topographic map no longer exists as a stream.
3.2.2
Air Resources
2.a.
The proposed amendment does not meet the criteria that
indicates statewide, regional or areawide significance
due to site size and its potential uses. Intensive
commercial development could create an environment that
could increase air emissions by adding to those already
created by traffic on I-215 and University Parkway.
Project specific mitigation may be required.
2.b.
Any commercially designated area has the potential to
create objectionable odors due to the nature of the uses
permitted on it. compliance with adopted policies and
development standards will preclude such a consequence.
2.c.
The amendment site lies within the High Wind Zone. The
design review stage of future development will address
any mitigation measures needed.

Water Resources
3.a.
Any development will potentially decrease absorption and
increase runoff with the construction of impermeable
surfaces to facilitate the land use, circulation and
parking. These issues will be addressed at the time of
project design review.
3.d.
The impermeable surfaces mentioned in paragraph 3. a.
above would also act as catchments for contaminants such
as hydrocarbons, petroleum products (engine fluids) and
particulate matter from exhaust emissions and increase
the level of pollutants into the drainage system.
Specific development projects will be required to address
drainage and impermeable surface impacts and include
desiqn specific mitigation measures as needed.
Biological Resources
The site is not within the Biological Resources
Management OVerlay.
Noise
5.a.
The proposed amendment site is partially located within
the 65dB(A) noise contour generated by traffic on
university Parkway. Future projects that are "noise
sensitive"(e.g. health care facilities) will be reviewed
to determine if mitigation measures would be required to
ensure internal noise levels of 45dB(A) or below and
external noise levels of 65dB(A) and below.
5.b.
The commercial uses that would be permitted could
increase traffic noise to some degree, however, it is not
anticipated to be siqnificant. Non-traffic noise could
result from the proposed CG-l designation and mitigation
measures to reduce any impacts to insignificance will be
applied at the project review stage of future
development.

Land Use
6.a.
The project is an amendment to change the General Plan
Land Use Plan from OIP, Office Industrial Park to CG-1,
Commercial General on the site.
3.2.7
Man-Made Hazards
7.a.b.c.
The storage and use of toxic and/or hazardous materials
is an inherent safety concern associated with commercial
developments. Safety concerns will be addressed at the
project review stage of future development.
3.2.8
Housing
Present or future housing stock is not impacted by the
proposal.
3.2.9
Transportation/Circulation
9.a.
A traffic impact study was conducted by Krueper
Engineering & Associates, Inc. The study concluded that
the change in land use designation could generate an
insignificant traffic increase. The designation change
is not expected to require mitigation measures beyond
that necessary for buildout under the OIP designation.
g.e.
The permitted uses on the site-could cause an increase
in demand for public bus service but it is unlikely to
seriously impact such provision by omnitrans.
3.2.10 thru 13 Public Services, Utilities, Aesthetics and CUltural
Resources.
These items are not impacted by this General Plan
amendment.

BE IT RESOLVED BY THE MAYOR AND THE COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
Recitals
(a)
The General Plan for the city of San Bernardino was
adopted by the Mayor and Common Council by Resolution No. 89-159
10 on June 2, 1989.

(b)
General Plan Amendment No. 91-09 to the General Plan
of the City of San Bernardino was considered by the Planning
Commission on October 29, 1991, after a noticed public hearing, and
the Planning Commission's recommendation of approval has been
15 considered by the Mayor and Common Council.

(c) An Initial Study was prepared on August 27, 1991 and
reviewed by the Environmental Review Committee and the Planning
18 Commission who both determined that General Plan Amendment No. 91-
19

09 would not have a significant effect on the environment and
therefore, recommended that a Negative Declaration be adopted.
(d)
The proposed Negative Declaration received a 21 day
21
22 public review period from September 26, 1991 through October 16,
23 1991 and all comments relative thereto have been reviewed by the
24 Planning Commission and the Mayor and Common Council in compliance
25 with the California Environmental Quality Act (CEQA) and local
26 regulations.

11 NOW, THEREFORE BE IT RESOLVED, FOUND AND DETERMINED by
12 the Mayor and Common Council that the proposed amendment to the
13 General Plan of the City of San Bernardino will have no siqnificant
14 effect on the environment, and the Neqative Declaration heretofore
15 prepared by the Environmental Review Committee as to the effect of
16 this proposed amendment is hereby ratified, affirmed and adopted.

18 BE IT FURTHER RESOLVED by the Mayor and Common Council
19 of the City of San Bernardino that:

The proposed amendment will not be detrimental to the public
interest, health, safety, convenience, or welfare of the City.
All public services are available to the study area. Any
development permissible under the CG-1, Commercial General
designation proposed by this amendment would not impact on
such services.
The proposed amendment is to redesignate 15.26 acres to CG-
1, Commercial General. No housing stock will be affected.
The amendment site is physically suitable for the requested
land use designation. Anticipated future land use has been
analyzed in the Initial study and it has been determined that
project specific mitigation measures will be sufficient to
eliminate any environmental impacts.
SECTION 4. Amendment
BE IT RESOLVED by the Mayor and Common Council that:
The Land Use Plan of the General Plan of the City of San
Bernardino is amended by changing approximately 15.26 acres
from OIP, Office Industrial Park to CG-1, Commercial General.
This amendment is designated as General Plan Amendment No. 91-
09 and its location is outlined on the map entitled Attachment
A, and is more specifically described in the legal description
entitled Attachment B, copies of which are attached and
incorporated herein by reference.
General Plan Amendment No. 91-09 shall be effective
immediately upon adoption of this resolution.

2 SECTION 5. MaD Notation
3 This resolution and the amendment affected by it shall
4 be noted on such appropriate General Plan maps as have been
5 previously adopted and approved by the Mayor and Common Council and
