Synopsis of Previous Council action:
10/30/91 -- Ways and Means Committee recommended denial of
the request for fee waiver and financial assistance
to aid with the Great American Smokeout activities.
Recommended motion: .
That the request for a waiver of fees in the amount of
$1,217 and financial assistance in the amount of $500 to
assist in the conduct of the Great American Smokeout on
November 21, 1991 by the American Cancer Society be
denied as recommended by the Ways and Means Committee.

STAFF REPORT
On November 21, 1991, the American Cancer Society is sponsoring the
"Annual Great American Smokeout" to encourage smokers to quit for
one day. Part of the activities include a "Requiem for a
Cigarette" mock funeral procession ending with a "eUlogy" at
Seccombe Lake. They are requesting a waiver of the fees associated
with these events. The fees would include:

In addition, they are requesting financial support in the amount of
$500 to help defray other program costs as outlined in the attached
program budget.
At their meeting of October 30, 1991, the Ways and Means Committee
recommended that these requests be denied.

Re: GREAT AMERICAN SMOKEOUT - "A Requiem for a cigarette"
On Thursday, November 21st, the city of San Bernardino will be
hosting a funeral. Not an ordinary funeral, but one with a
message: cigarettes and tobacco killsl The requiem will be
modeled.on a "New Orleans" style of a funeral, and will be the
symbolic death of a cigarette.
Every year the American Cancer society conducts a national event,
the "Great American Smokeout". This year it will be held on
November 21. The purpose of the "Smokeout" is to get smokers to
quit for one day. If smokers can kick their habit for one day,
maybe they can quit for good. This program will serve as our main
event for theSmokeout.

The program will run from 12:00 noon to 3:00 p.m. (See enclosed
outline). The program is being sponsored by the American Cancer
society, Inland Empire Unit. Groups to be involved with the
procession include the American Lung Association, Inland Empire
unit, the Tobacco Use Reduction Now (TURN) Program of San
Bernardino county, the Yo No Tobacco Prevention and Education
Project, Kiwanis of Greater San Bernardino, San Bernardino county
Medical Society, Hispanic News, Cal state university, San
Bernardino, KDIF Radio station, KVCR television station, and a
number of other organizations.
To make this program a success, we need your help in the following
ways:
1. To approve the parade.
2. To waive the cost of the parade permit fees.
3. The use of city police personnel to assist with the parade,
i.e., cordon off the right side of each street on which we
will be proceeding: assist in managing traffic and/or ,

pedestrians, who may be viewing the event (we will have
volunteers available on this day to assist police with crowd
control).
4. A proclaaation from the City in support of the Great American
Smokeout. (See enclosed draft proclamation).
5. The city of San Bernardino to provide financial support of
$500.00 to assist with the cost of conducting this special
program. (See attached budget outline).
OVERVXEW:
It is our intention to have the funeral procession start at City
Hall, go east on Third Street to ArrOWhead, north on Arrowhead to
Fifth street, and east to Seccombe Lake. The actual distance for
the procession is 0.6 miles.
The procession members will include local city, county, school,
health and community leaders involved and concerned about the
dangers that cigarette smoking poses for our community. We are
anticipating a procession of 100-150 individuals. To add
authenticity to the "New Orleans" style of tmiprocession, we are
currently seeking the use of a horse drawn carriage for the event.
The parade will end at Seccombe Lake where a eulogy and
proclamations from the city and neighboring cities will be
highlighted.
iIHY:
Everyday over a 1,000 people die from the use of cigarettes.
53,000 die annually from secondhand smoke. Everyday, 3,000
and children start to smoke. If we can get more people to
we can save more people's lives.
A special effort for this year's program is to get more African-
Americans, Hispanics, Asians, and women to quit smoking. These
groups have been targeted by the tobacco industry as new markets.
We hope we have your support in this community effort. I will be
calling your office next week for your decision.
