On September 3, 1991, the Community Development Commission received and
filed a report on the Comprehensive Housing Affordabi1ity Strategy
(CRAS) and directed staff to prepare the document for submission to the
United States Department of Housing and Urban Development.
On November 4, 1991, the Mayor and Common Council received and filed for
review and comment the final draft document of the CRAS to be submitted
on November 3D, 1991.

MOTION: That November 18, 1991 at 11:00 a.m., be established as the
date and time certain for the Public Hearing concerning the
Comprehensive Housing Affordabi1ity Strategy (CRAS) for the
period November 1, 1991 through October 31, 1996.

The Comprehensive Housing Affordability Strategy (CRAS) is required by the
U.S. Department of Housing and Urban Development (BUD) if a c:ity wishes to
apply for federal housing entitlement program monies. The regulations
require that the CRAS meet the c:itizen partic:ipation requirements for a
sixty (60) day c:omment period prior to final submission.
From August 12, 1991 through August 31, 1991, staff c:ollected and analyzed
housing data and completed the first draft of the CRAS. On September 9,
1991, the draft document was presented to the Citizens Advisory Committee
and the CRAS Task Force for citizen participation and community input. On
September 12, 1991 a public notice appeared in the newspaper informing the
public of the comment period and the availability of the CRAS at Feldheym
Library and the City Clerk's Office. The public was encouraged to make
written comments to the Development Department.
During the months of September and October, staff submitted drafts of the
three (3) parts of the CRAS document, the "Community Profile," "Five Year
Housing Strategy," and the "One Year Action Plan" to the Housing
Committee and to the Community Development Commission for review and
comment and as receive and file items.
Staff recommends adoption of the form motion.
