DBVBLOPMBIIT DBPARTMBIIT OF TIlE CIn OF SAIl BBlllWlDIIIO STAFF REPORT Urban Garden - 1I0rthwest Corner of Fifth ....d "En Streets The Department has received from Greenstreets L.A., and opinion of probable construction costs totalling $202,464 in connection with the installation of an urban garden at the northwest comer of Fifth and "E" Streets. The estimate conducted by Greenstreets L.A., was requested by the Economic Development Agency Administrator at the request of the Mayor's office. Previously, the Department had entered into an Exclusive Right to Negotiate (ERN) agreement with Elderly Development Corporation for the purpose of developing approximately one-hundred, fifty (150) to two-hundred (200) units of housing for seniors and for frail and elderly seniors. At a recent meeting involving the Mayor, the Executive Director, the Acting Housing Manager and the developer regarding the status of the senior housing project, the subject site and several alternatives were discussed. At the conclusion of the meeting, it was agreed that the developer would identify other, more viable sites within the Central Business District, preferrably a site that assisted in the elimination of blight. The developer was also assured of continued City support. As a result of the availability of the subject site, it has been determined that, in conjunction with the City'S landscaping and beautification programs, the development of this site as an urban garden would contribute significantly to the habitability and attractiveness of the City's downtown core. The garden would not have benches and would be designed in such a fashion as to deter vagrancy and other unwanted activities. At the October 16, 1991 Redevelopment Committee meeting, the Committee discussed this matter and forwarded same to the Community Development Commission without a recommendation. Based upon the foregoing, staff recommends adoption of the form motion.
