after 4 years of service.

residents have been well served by San Bernardino Valley
College and Crafton Hills college; and

WHEREAS, due to increasing stature of California's
community colleges, and due to the dramatic increases in
tuition at California's public and private universities,
increasing numbers of high school graduates and adults from
the City of San Bernardino will be attending San Bernardino
Valley College and Crafton Hills College; and

WHEREAS, due to the financial crisis in the State of
California, community colleges will not be able to construct
the additional classrooms necessary to accommodate these
students; and

. \. WHEREAS, for only an additional sixty-four cents per
month on the average residence and for only twenty-eight cents
. for the first year, San Bernardino Valley College and Crafton
Hills college will be able to construct the additional
classrooms necessary.

SAN BERNARDINO COMMUNITY COLLEGE DISTRICT
1991 Ballot Issue of Bonds
CONSIDERING,
that the increasing number of San Bernardino residents have
been well served by San Bernardino Valley College and Crafton
Hills college, and
CONSIDERING,
that due to the increasing stature of California's community
colleges, and due to the dramatic increases in tuition at

Monday, October 21, to make a five-minute presentation on 4-H.
4-H Youth Assistant Lorri Castro-Aguilera will be joining me;
however, I will probably make the entire presentation. It is my

4-H IS FOR CITY KIDS, TOO
8i11 Sirowy (pronounced Sir-way), 4-H Program Leader
I. 4-H is America's largest out of school youth organization and
sponsored by the University of California Cooperative Extension in
partnership with USDA and San Bernardino County.
II. There's a 4-H You Know and a 4-H You Don't Know
A. The 4-H you know typically depicts a youngster exhibiting an
animal at the fair.
B. The 4-H you don't know includes youth in an apartment house or
a home in the city enrolled in one or more 4-H projects ranging from
Community Pride to Junior/Teen Leadership to Small Engines.
III. Our goal this year is to target the "City of San Bernardino" to
organize new 4-H clubs in the city.
A. The first step is to recruit adults; and particularly
minority adults to serve as volunteer 4-H leaders and role models for
new 4-H members.
B. I am here to make you, our City Leadership, aware of our plan.
and to ask your support in identifying groups or individuals who we
might network with to recruit more volunteers: i.e. Churches. service
groups, community based organizations. etc.
IV. There are over 240.000 youth in San Bernardino County between the
ages of 6-19.
A. We are currently reaching approximately 7500 youth in 4-H
throughout the county.
B. With limited staff and other resources. we work with and
through volunteers to help meet the needs of our youth.
C. Once we have identified and trained the volunteers we will
aggressively recruit for youth.
V. Discuss media coverage currently underway.
VI. Present 4-H cups and pins to Mayor and Council.

Youth belong to a group formed under the
laadership of volunteer adults. General
membership age is 9 (or 4th grade) to 19,
however, youth ages 8-8 may jo i n as "M i n i"
membera. These groups provide learn-by-doing
educational experiences and may be:
* Short-term oroiects: A six-week term
with a specific project area such as
foods and nutrition or gardening as
subject area to be covered. Specific
educational goala are outlined. Usually
the material is covered at once-a-week
meetings. under the leadership of
volunteers.
* Proiect Clubs: A-group of youth under the
guidance of a volunteer leader formed to
participate in one specific project (such
as horse. sewing. foods and nutrition.
etc. )
