Synopsis of Previous Council action:
NONE
Recommended motion:
1. That the Director of Public Works/City Engineer and the City Clerk are
authorized to proceed with the proposed vacation of the North/South "paper
street" located South of Highland Avenue. West of Valaria and Northeasterly
of the 30 Freeway.
2. That Plan No. 8574. showing the proposed vacation of the North/South "paper
street" lying South of Highland Avenue, West of Valaria and No s rly of
the 30 Freeway is approved.

STAFF REPORT
A request was received froll Virgil Franks to vacate a short North/South "paper
street" lying South of Highland Avenue. West of Val aria Drive and Northeasterly
of the 30 Freeway. This street is delineated on lIaps but is not and has never
been an actual street. Presently it is a weedy overgrown area lying between
hOlies which face Valaria Drive on the East. and vacant fields to the West. It
begins just South of the liquor store on Highland Avenue and dead-ends at the 30
Freeway.
The Petitioner has requested that the City vacate this paper street as it is a
dumping ground for trash and gives unsavory types access to the hOlies along its
Eastern edge.
The Petitioner has deposited the first half of the street and alley vacation fee
of $750 with the City. Upon receipt of the Authorization to Proceed. the various
City de~ents and public utilities will be polled regarding other possible
easements or other claims across the property in question. If there are no
easements requested across this area. the street vacation can be completed as a
"sUBDary vacation".
As part of this street lies within the City of Highland. Real Property Staff will
coordinate procedures which will entail the City of Highland's cooperation.
