Synopsis of Previous Council action:
4/15/68 Open House Committee, chaired by Councilman Mike Fagan, recommended
that City not hold an "Open House" in 1968 and budget for 1969.
Recommended motion:
To approve holding a City Hall Open House, and authorize formation of an
Open House Committee, to be co-chaired by Councilman Jack Reilly and City
Clerk Rachel Krasney.

Proposed Plan for City Hall Open House in 1992

Background Information: At a department head goal-setting
seminar held last April, the City Clerk recommended that the City
consider holding an Open House to give the public and City
employees' families an opportunity to get to know more about the
respective City departments and their functions.
The last City Hall Open House took place 22 years ago and the
City Clerk felt that by hosting an Open House the City could show
progress made in 22 years, Le., via tours of City Hall and
displays of equipment such as MDT's, new computers, etc.
An informal Open House Planning Committee, consisting of
Councilman Jack Reilly; Cindy Buechter, Business License
Inspector; Manuel P. Moreno, Jr., Supt. of Public Services; Ernie
Wilson, Affirmative Action Officer representing Mayor Holcomb 1
and Rachel Krasney, City Clerk, met to discuss the idea of
advancing the plan for holding an Open House.
The Committee concurred that there is a need to have an Open
House. Attached is a Proposed Plan for a City Hall Open House.
If the Mayor and Council approve the concept, it is reques'ted
that the Mayor and Council formally authorize the formation of an
Open House Committee and that such committee be expanded to
include a representative from each department.
upon approval, the Committee will proceed with plans and
submitting a proposed budget for the Council to consider and
approve.
Reauested Action: That the Council approve holding a City Hall
Open House and authorize the formation of an Open House Committee
to be co-chaired by Councilman Jack Reilly and City Clerk Rachel
Krasney.

2. THEME: Founder's Day/San Bernardino's 182nd birthday
3. WHEN: Wednesday, May 20, 1992
4. TIME: 12 noon to 8 p.m.
5. WHERE: City Hall1 City Hall AnneX1 and Court Street parking
lot for display of equipment
6 . PURPOSE:
. promote positive image
. enhance goodwill with citizens and fellow employees
. show progress in 22 years
. display latest technological equipment-computers 1 MDT's,
etc.
. give citizenry opportunity to meet Council Members
. give citizenry opportunity to meet department heads
7. IDEAS PROPOSED FOR OPEN HOUSE:
. Have Service Request Center where constituents could
report problems and receive a computer printout of
service request logged.
. Have picture taken of City Hall employees
. Display a historical tree, showing growth of City
. Obtain historical photograph display from Steele's
. Have demonstrations on automated refuse trucks, MDT's,
computers, GIS system, fire equipment, etc.
. Have a continuous showing of video showing capsules
describing brief City history, and short intros to each
department
. Have tours of various departments with handouts such as
"How to Obtain A Building permit"
"How to Obtain A Business License"
"A Description of City Commissions and Their Duties"
"Opportunities for Volunteer ism -- Parks and Recreation,
Library, etc."
. Have referral cards printed showing telephone numbers for
City departments
. Provide music
. Invite members of service clubs
. Have t-shirts designed commemorating "Founder's Day - San
Bernardino's 182nd Birthday'"
. Consider additional marketing/promotional items -- city
employees cookbook, postcards, mugs, balloons, etc.
. Provide free hot dogs
