STAFF REPORT
As a result of proposed developments along the Cajon Pass area, the City proposed
an expansion of the City's Sphere of Influence in the Cajon Pass area.
On June 3, 1991, Resolution No. 91-207 was adopted, making formal application to
the Local Agency Formation Commission (LAFCO) for this proposal. LAFCO has been
reviewing this proposal and has advised us that a numerous number of protests,
both oral and written, have been received. The majority of protests have come
from the Devore comaunity, which was included in the proposal, and another group
known as the Cajon Pass Property Owners Association. LAFCO.has further advised us
that with the strong protests received against our proposal, it would be very
difficult for the City to attain approval for this proposal.
After some careful study and review by staff, it has been determined that
original proposal could be modified to exclude these two communities, but still
retain the area under consideration for development.
The attached resolution amends the City's original proposal and it is felt that
this proposal would improve the City's chances of attaining approval from LAFCO
and therefore its adoption is recommended.
URGENCY CLAUSE: The original proposal has been set for formal hearing by LAFCO
for October 16, 1991. Time is of essence to present this proposal to LAFCO so
that they may prepare a new study of the modified area.

GENERALLY LOCATED NORTmIESTERLY OF THE CITY OF SAN BERNARDINO (LAFCO 2680).
WHEREAS, the Mayor and Common Council as the governing body of the
City of San Bernardino adopted Resolution No. 91-207 on the 3rd day of June,
1991, making application to the Local Agency Formation Commission, pursuant
to the Cortese-Knox Local Government Reorganization Act of 1985, Division
3, commencing with Section 56000 of the California Government Code, for the
expansion of the Sphere of Influence of the area generally located
Northwesterly of the City of San Bernardino City Limits, designated as LAFCO
2680; and
WHEREAS, the City of San Bernardino desires to amend the territory
described in said Resolution No. 91-207, the boundaries of said amendment
are more fully described in Exhibit "C" attached hereto and incorporated by
reference as fully as though set forth in length herein; and
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
A modification of application and proposal is hereby
20 made to the Local Agency Formation Commission of the County of San
21 Bernardino to take proceedings for expansion of the Sphere of Influence of
22 the City of San Bernardino generally located Northwesterly of the City of
23 San Bernardino City Limits, as outlined in the justification form marked
24 Exhibit "A", Factors of Consideration marked Exhibit "B", and a full
25 description of the area proposed for expansion of Sphere of Influence,
26 Exhibit "C", which said Exhibits are attached hereto and incorporated by
27 reference as fully as though set forth in length herein, in the manner
28 provided Qy the Cortese-Knox Local Government Reorganization Act of 1985.

The mayor and Heabers of the Common Council of the City of San Bernardino agree
and desire to expand the City' Sphere of Influence as described above, and hereby
submit the following for consideration relative to this proposal:
1. PRESENT AND PLANNED LAND USES IN THE AREA --- The area is currently of a mixed
use of commercial, residential. public facility, public flood control and vacant
land. The City has received inquiries regarding the provision of City services,
froa several developers who had indicated that portions of the area proposed
might be developed for residential and commercial use,consisting of large acre
single family homes, a hotel and restaurant.
The City has no general plan designation for this area since it is not within
the City's Sphere of Influence. Upon approval of this proposal, a general plan
amendment will be initiated by the City to include these areas within the City's
General Plan with consideration to the proposed developments.
:2. PRESENT AND PROBABLE NEED FOR PUBLIC FACILITIES/SERVICES --- Presently, most
the area under this proposal is vacant land. Some residential and commercial uses
do exist. The need for public facilities and services will become more apparent
when the proposed developments occur. Within the proposed area, a hotel and
restaurant are under consideration for development. This type of land use would
most certainly benefit from services available from the City.
3. PRESENT CAPACITY OF PUBLIC FACILITIES AND SERVICES --- The City's facilities
and services are adequate to serve in the proposed at"'a. The City has current
plans to extend its sewer service based on current dev"lopment plans. The City is
also currently planning on either the relocation or the addition of a fire
station around the Verdemont area, which would also serve the area under
proposal. The City's facilities and staff could be expanded as the area develops
and additional revenues are generated through any future annexations within the
area.
Specifics on services would be provided relative to specific annexation proposals
when they are submitted.
4. THE EXISTENCE OF SOCIAL / ECONotlIC COHIIUNITIES --- The community of Devore was
included in the original proposal submitted by the City. Due to a strong
opposition of this co_unity to the City's proposal, the City has amended this
proposal to exclude the Devore Community from this proposal. Another group that
has identified itself as the Cajon Pass Property Owners Association. was also
taken into consideration under this amendment and portions of that community have
also been excluded from this proposal. based on opposition received from that
group.
