On November 20, 1986, the Redevelopment Committee approved $5,000 in
funding for a traffic study.
On December 8, 1986, the Commission authorized the expenditure of $5,000
for traffic study and the Mayor and Common Council authorized the
Director of Public Works to solicit proposals for the traffic study.

On February 4, 1987, the Redevelopment Committee recommended that all
future negotiations within Southeast Industrial Park, Tri-City and South
Valle take into account the pendiq cost and benefits of the expanded
"E" Street bridge.
On May 14, 1987, the Redevelopment Committee recommended approval of
$8,000 to Kaku Associates for the traffic study plus an additional
$3,000 for traffic-modeling work on the new on/off ramps ar Waterman
Avenue and 1-10.
On June 1, 1987, the Community Development Commission adopted Resolution
Numbered 5019 approving an agreement with Kaku Associates based on the
above.
In July, 1987, the Mayor and Common Council approved $250,000 from the
FY 1987/88 budget to finance preliminary engineering costs.
In December, 1987, the Mayor and Common Council provided authorization
to nominate widening for FAll funding.
On July 18, 1988, the Mayor and Common Council adopted Resolution
Numbered 88-271 authorizing the execution of an Agreement with Moffatt
and Nichol for engineering design services.
January 7, 1991 the Mayor and Common Council adopted the Negative
Declaration.
On April 1, 1991, the Mayor and Common Council adopted Resolution
Numbered 91-110 approving an amended Five-Year Project List for Measure
"I" 1/2 Cent Arterial Funds.
On August 7, 1991, the Mayor and Common Council granted authorization to
staff to advertise for bids.

Tremendous growth, particularly in office buildina construction, has
occurred over the last five (5) years in the Southesst Industrial Psrk and
Tri City project areas. This fact, together with projections of many
hundreds of thousands of additional square feet to be built in the next
ten (10) years, has made it abundantly clear that the time has come to
address the expansion of the South "E" Street bridge over the Santa Ana
River.
Plans for the widenina of the bridge have been prepared by a consultina
enaineer and the project can be advertised for bids as soon as they are
approved by CALTRARS. The project includes widenina the existina bridge
to provide two (2) traffic lanes in each direction and a left turn lane
and traffic sianals at the intersection of Fairway Drive and South OlE"
Street. Below is an estimate of the total project cost:

The SANBAG Board has approved up to $4.2 million dollars in Measure "I"
Valley Arterial Funds for the project. An additional $1 million dollars
from the Southeast Industrial Park 1990 bond issue proceeds would complete
the funding for this important and much needed pUblic improvement project.
Based upon the foregoing, staff recommends adoption of the form motion.
