On January 7, 1991, the Community Development Commission approved and
adopted an agreement between the Commission and HomeAid, Inc.
On July 24, 1991, the Community Development Commission conducted a
workshop in connection with the Arden-Guthrie Area Revitalization Plan
and approved in concept said Plan (Sunrise Village Revitalization Plan).
On August 5, 1991, this matter was continued to the September 3, 1991
Commission meeting.

Arden/Guthrie Revitalization Plan
Earlier this year, the Community Development Commission (CDC) retained
HomeAid, Inc. to develop, among other things, a revitalization plan for
the Arden/Guthrie area. On July 24, the Commission conducted a workshop
regarding the Sunrise Village Revitalization Plan (Arden/Guthrie Area)
prepared by HomeAid, Inc. Presentations were made by Ms. Judith
Lenthall, Preaident, and Mr. Randolph Hlubik, Landscape Architect,
Randolph Hlubik Associatea, Inc. The discuasion centered around the
specific goals presented in the plan as followa:
1. Drasticallv reduce the cri.. rate: Accomplished by increased
police patrols, an effective neighborhood watch and better tenant
selection.
2. BotUIin_: All unita must be brought up to code and adequately
maintained. Accomplished with aasiatance from a modified Rental
Rehabilitation Program funded by redevelopment aet-aaide monies;
prohibition against additional four-plex developments in the area;
establishment of uniform tenant aelection procedures to secure
quality tenants and enaure that the units remain in good condition.
3. COBBercial: Study means to facilitate the continuance of the
businesaes currently located along Highland Avenue, as well as
rezone additional commercial use along Highland Avenue.
4. Circulation: Eliminate through traffic from the interior of the
residential area.
5. lIeiRhborhood Identitv: Change the name of Roca Street to Sunrise
Street and provide attractive entry markers in selected locations
that identify the Sunriae Village community.
6. Street LiRhtina: Provide adequate street lighting throughout the
area.
After the discusaion, the Commission approved the plan in concept and
requested that further discussion of thia matter be continued to August
5, 1991.
As noted earlier, there was aignificant diacussion regarding the
components of the program, its cost and potential revenue aources. The
following items were identified aa key policy issues to be further
explored and discussed in depth at the August 5, 1991 Commission
meeting.

1. Ft.....ciJUl Plan: The City's share of the cost of various common
area improvements and unit rehabilitation is estimated to be $7 to
$14 million dollars. These figures are up from $2.2 to $4.4
million dollars. It is unclear how both sets of estimates were
developed and the reason for the three-hundred percent (300X)
increase.
2. Owner ParticiDation: Concerns were expressed regardiug the
methOds and procedures to be utilized in addressing those property
owners DQ1 willing to participate in the program, but willing to
pay the $1,000 business license fee.
3. Relocation: Concern was expressed regarding the displacement of
Arden/Guthrie tenants to other are.. of the city and the impact
such displacement would have on affected neighborhoods.
4. ProDertv Owner Fi.....et...: The plan indicates the property owners'
association must come up with $1.8 million in private financing for
their share of the common area improvements. City assistance at
this point is contingent upon the owners acquiring private
financing. The acquisition of such private financing by the owners
is clearly open to question.
5. r-Dl..entation: Discussion occurred regarding the manner in which
the plan was to be implemented, particularly with respect to
construction activities, phasing and lease-up issues.
6. I.".bilitation Ft.....ciJUl: Policy direction should be provided
relative to the type of rehabilitation assistance required of the
City. Assistance could take the form of grants or loans. If in
the form of loans, discussion should take place relative to maximum
loan amount, terms, and loan-to-value ratios. Thought should also
be given to the possiblity of the property owners being unable to
acquire private financing and approaching the City regarding same.
On August 5, 1991, the Commission, at the request of the Chairman,
continued this matter to the meeting scheduled for September 5, 1991.
Based upon the foregoing, staff recommends adoption of the form motion.
