On June 15, 1988, the Commission approved the allocation of $50,383
from the FY 1988/1989 BUdget, under Account No. 244-364-57675, for
acquisition of land for future expansion.
On February 4, 1991 staff received a request to use Department funds
for expansion continued for thirty (30) days for detailed information.
On March 18, 1991, the Commission approved the allocation of $102,177,
from Tax Allocation Bond Proceeds for Phase I of the expansion.

The original concept plans for development of Seccombe Lake Park
included the area north of Seventh Street and west of Waterman Avenue.
However, this area was deleted when the scope of this project was
reduced. It is now planned for this City property to be used for the
expansion of Pioneer Cemetery.
About one-thousand, six-hundred (1,600) grave sites are currently
available for sale. At a consumption rate of approximately two-hundred,
twenty (220) per year, this supply is expected to last for 7.25 years.
It is planned to develop this City property for expansion of Pioneer
Cemetery in two (2) phases. The first phase is the 2.1 acres on the
northwest corner of Waterman Avenue and Seventh Street, as shown on the
attached map. Improvement of Phase "I" can be started immediately, with
no unusual construction problems. Development of Phsse "II" will entail
installing a storm drain and filling the ravine. Also, the Little
League Baseball Field will have to remain in service until the second
new field, south of Seventh Street, is completed.
The preliminary estimate of cost, dated September 29, 1990, shows an
amount of $102,177 for improving Phase "I". About one-thousand (1,000)
grave sites can be provided per acre, which equates to two-thousand,
one-hundred (2,100) for the 2.1 acres in Phase "I". The City receives
$575 for each grave site. Therefore, the total anticipated revenue from
Phase "I" is $1,207,500.
Improving Phase "I" for cemetery use will significantly enhance the
visual effect for motorists traveling on Waterman Avenue. A wrought
iron fence will be constructed in order to allow the landscaping to be
visible from Waterman Avenue.
The current estimate of the costs of the expansion is $102,177, and the
source of the funds is Uptown Redevelopment Project Area Bond Proceeds.
Since this property is not within the project area, mutual benefit
resolutions have been prepared for adoption by the Mayor and Common
Council and the Community Development Commission. Staff also requests
authorization to increase the Department's fiscal year 1992
administrative budget by $102,177, and to provide bond proceeds from the
Uptown Redevelopment Project Area for the funding of the subject
agreement.
Staff recommends adoption of the attached mutual benefit resolutions.

WHEREAS, the City of San Bernardino, California (the

WHEREAS, the City and the Commission have previously
approved and adopted the Redevelopment Plan for the Uptown
Redevelopment Project (the "Uptown Redevelopment Plan"); and
WHEREAS, it is in the interests of the present
landowners within the project area subject to the Uptown
Redevelopment Plan (hereinafter referred to as the "Project
Area") and the residents, both within the Project Area and within
the City qenerally, that the Aqency assist in the financinq of
certain public improvements consistinq primarily of the qradinq
and fillinq of certain areas desiqnated for the expansion of
Pioneer Cemetery (the "Cemetery Improvements") which Cemetery
Improvements are to be undertaken within an area which is
adjacent and in proximity to the Project Area; and
WHEREAS, the undertakinq of the Cemetery Improvements
will provide additional capacity within the Pioneer Cemetery
which will enable Pioneer Cemetery to better cater to the needs

1 of the residents and occupants within the Project Area and areas

4 WHEREAS, the undertaking of the Cemetery Improvements
5 will enhance aesthetic conditions through the addition of green
6 belt-park areas in areas immediately adjacent to the Project

WHEREAS, residents and occupants from the Project Area
currently utilize the services of the Pioneer Cemetery and
accordingly, its expansion and improvement will ensure the
health, safety and welfare of residents and occupants of the
Project Area; and
WHEREAS, the expansion of the Pioneer Cemetery through
the undertaking of the Cemetery Improvements is necessary for the
development of the Project Area and areas adjacent thereto since
the Project Area provides a residential base for many older
residents who may rely on the services provided by the Pioneer
Cemetery; and
WHEREAS, in order to promote the City's health, safety
and welfare, it is important that the Cemetery Improvements
required for Pioneer Cemetery be financed in order to ensure the
orderly development of the Project Area and neighboring areas;
and

1 WHEREAS, it is appropriate at this time for the
2 Commission to make certain findings and determinations and take
3 certain action with respect to the undertaking of the Cemetery
4 Improvements.

NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF
THE CITY OF SAN BERNARDINO, CALIFORNIA, DO HEREBY FIND, RESOLVE,
DETERMINE AND ORDER AS FOLLOWS:
Section 1. The Recitals hereinabove are true and
correct and are incorporated herein by this reference.
Section 2. The Commission approves the payment by
the Agency of the costs of the Cemetery Improvements to be
undertaken adjacent to the Project Area which are of benefit to
such Project Area and other neighborhoods within the City for the
reasons set forth in the Recitals hereinabove. The Commission
further finds and determines that no other reasonable means of
financing the undertaking of the Cemetery Improvements is
presently available to the City and that the city and the Agency
require the use of revenues generated from the Project Area in
order to fund the undertaking of the Cemetery Improvements.
Section 3. The provision of the Cemetery
Improvements in an area adjacent to the Project Area will improve
aesthetic conditions around the Project Area and provide a
necessary service to the Project Area residents and occupants
which will make the Project Area more desirable for residential

4 Section 4. The Commission Secretary is hereby
5 authorized and directed to cause this Resolution to be

COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Recitals hereinabove are true and

undertaken adjacent to the Project Area which are of benefit to

undertaking of the Cemetery Improvements is presently available
