On Deeember 17, 1974, the City of San Bernardino entered into an
agreement (eopy attaehed) with the Board of Library Trustees for the
San Bernardino Publie Library and Bing S. Wong and Ting F. Wong. The
agreement called for the donation of a 39,875 square foot pareel of
land, located on the west side of Del Rosa Avenue, between Eureka
Street and Marshall Boulevard, from the Wongs to the City of San
Bernardino. The City was to hold title to the property for the San
Bernardino Publie Library.
It was the intention of the Wongs that the property be used as the
site for a new library or, if sold, that the proceeds be used for new
library construetion (not for the library general fund). In addition,
the agreement stipulates that the property or the funds derived from
the sale of same must be applied to new library eonstruetion within
twenty-one (21) years after the death of the last surviVing donor. The
agreement does not state, however, what happens if this time period is
exeeeded.
In an effort to eonvert the property to eash for use by the Library,
the staff's of the Public Works and Development Departments were
instrueted to effect a purchase of the property by the Development
Department, with the proceeds to go to the Library. A priee of $87,725
($2.20 per square foot) was determined to be fair and reasonable.
Sinee the eurrent land use desianation of the subjeet is RM
(residential medium), this par eel could be valuable to the Department
for a future housing projeet. The transaetion should be very simple,
essentially consisting of an exehange of a deed for a cheek, although
the Department's budget will need to be inereased by the sales price,
in order to fund the purchase.
On August 8, 1991, the Redevelopment Committee reeommended that the
Community Development Commission and the Mayor and Common Council
effect the transfer of the Wong Parcel from the City to the
Redevelopment Ageney, and that the Development Department budget be
increased by the purchase price of $87,725.
On August l~, 1991, the Mayor and Common Council and Community
Development Commission considered this matter and referred same to the
Housing Committee meeting scheduled for August 27, 1991 for its review
and recommendation.
On August 27, 1991, the Housing Committee considered this matter and
reeommended that staff forward this item to the Community Development
Commission without a recommendation.

SECTION 1. The Hayor and City Clerk of the City of San
Bernardino, are authorized and directed to execute OD behalf of the City, a
Grant Deed conveying certain surplus property located on the West side of
Del Rosa Avenue between Harsball Boulevard and Eureka Street. to the
Redevelopment Agency of tbe City of San Bernardino.
SECTION 2. That said Grant Deed referred to berein. a copy of
which is attached bereto, aarked Exhibit "A", and is bereby referred to and
