execution of an Agreement with Moffatt & Nichol for
engineering design services.
01-07-91 Negative Declaration adopted.
04-01-91 Resolution No. 91-110 adopted approving an amended
Five-Year Project List for Measure "In 1/2 Cent
Arterial Funds.
08-07-91 -- Authorization granted to advertise for bids.
Recommended motion:
That the plans for widening the South "En Street Bridge over the
Santa Ana River, in accordance with Plan No. 8347, be approved.

STAFF REPORT
Plans for the widening of the South "E" Street Bridge over
the Santa Ana River have been prepared by a consulting engineer,
and the project can be advertised for bids as soon as they are
approved by Caltrans. The project includes widening the existing
bridge to provide two traffic lanes in each direction and a left
turn lane, and traffic signals at the intersection of Fairway
Drive.
Below is an estimate of the total project cost:

No amount is included in the above estimate for prelim-
inary engineering, since this phase of the project was done as a
Federal-Aid Urban Project, under Account No. 242-362-57653. This
is the reason the plans must be reviewed and approved by
Caltrans.
The SANBAG Board has approved up to $4.2 Million in
Measure "I" Valley Arterial Funds for the project. Additional
funds in the amount of $1 Million are to be provided from bond
proceeds. An item allocating these funds is scheduled to be on
the Community Development Commission I s agenda of 9-3-91, which
will make $ 5.2 Million available to finance the total costs
incurred for this project.
We recommend that the plans be approved.
