RKommended motion:
That the City agree to consider the vacation of Mill Street, from
the west boundary of the Ballistic Missile Office to Tippecanoe
Avenue, at such time as the LA Air Station is closed and some of
the functions of this facility are to be relocated to the Ballistic
Missile Office.

STAFF REPORT
A letter has been recei ved from Richard J. Bennecke,
Assistant Base Closure Officer, dated 6-28-91, inquiring if the
City might entertain the idea of vacating Mill Street, from the
west boundary of the Ballistic Missile Office (BMO), at some time
in the future. This inquiry is based upon the possibility for
future expansion of this facility, in the event that the LA Air
Station is closed and some of the functions are relocated to the
BMO.
It is assumed by Mr. Bennecke that the relocated functions
would be housed on the north side of Mill Street, which would
necessitate a pedestrian bridge to provide unrestricted access to
the existing complex. This arrangement is considered less than
ideal, from an operational standpoint.
Other options are available, since there is vacant land to
the west and south of the BMO, which could accommodate an
expansion to house the relocated functions. However, this option
would entail incurring the cost to acquire the additional
property, and may not be acceptable to the Air Force.

It will be impossible to make a comprehensive analysis of
the effects that would result from vacating this section of Mill
Street until such time as the Base Re-Use Plan and Development
Plan are finalized. There are many options that could be con-
sidered when these plans have been adopted by the IDVA.
Therefore, we recommend that the City go on record as
willing to consider the vacation of Mill Street in the future
upon receipt of an official request from the BMO.

I am writing this letter in response to an inquiry we received
from the APRCE/BMS, the Ballistic Missle Office at Norton APB.
As you are aware, the Air 'Force is currently in the process of
drafting a Reuse E.I.S. This study is aiming to })e a
comprehensive document in terms of identifying the over-all
potential reuses that could occur at Norton after the military
departs. '
In this regard, the BMO is contemplating how their area might
look after })ase closure. Since Mill street currently })i-sects the
future BMO contonment area, BMO would like to know if the city of
San Bernardino might entertain the idea in the future of closing
Mill Street })etween BMO's two areas. The reason for this possi})le
future Mill Street closure plan would })e to enhance the over-all
remaining area. This would allow the possi})ility for future
expansion of this operation should a decision })e made to close
the LA Air station and parcel out part or all of that operation
to current operating facilities. If Mill Street were. to remain
open, a pedestrian })ridge - would have to })e })uilt so employees
could access the otherside. From an operational standpoint, this
would create a less than desira})le work situation.

conclusions in this matter would})e greatly appreciated.
