Synopsis of Previous Council action:
9-6-88 __ Resolution No. #88-339, authorized the execution of an a9reement with
EUgene Henriksen for the position of Rangemaster was approved.
2-4-91 __ Resolution No. #91-36, extending the agreement for the position of
Rangemaster for a period of 90 days was approved.

STAFF REPORT
The City of San Bernardino has had a contractual agreement with the Rangemaster
for several years. The Rangemaster provides expert instruction/consultation in
the use and care of firearms to the City's Police Officers and Police Reserves.
The Rangemaster also maintains the range for use by other law enforcement
agencies, gun clubs, and the general public.
Additionally, the Rangemaster inspects and repairs as necessary, all
departmental issued handguns, and develops tactical firearms qualification
courses for training the City Police Officers and Police Reserves.
The present Rangemester, Eugene R. Henriksen is a retired police officer who is
certified in the capacity of Rangemaster as well as in firearms instruction and
repair.
On May 9, 1991, the Personnel Committee reviewed the Rangemaster's contract and
recommended that it be extended for six months in order to recruit, test and
hire a full-time Rangemaster. Through a clerical error it was not forwarded,
we therefore ask that the contract be extended from 5-1-91 to 11-1-91.
The Mayor and Common Council approved the position of Rangemaster as a
permanent and full-time position at their meeting held July 15, 1991.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF A SIXTH AMENDMENT TO AN AGREEMENT WITH EUGENE R.
HENRIKSEN RELATING TO POLICE FIREARMS TRAINING AND THE SAN
BERNARDINO POLICE PISTOL RANGE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor is hereby authorized and directed to
execute on behalf of said City a Sixth Amendment to an Agreement
dated October 25, 1988, incorporated in Resolution No. 88-339,
with Eugene R. Henriksen relating to police firearms training and
10 the San Bernardino police Pistol Range, a copy of said Sixth
11 Amendment to Agreement is attached hereto, marked Exhibit "A", and
12 incorporated herein by reference as fully as though set forth at
13 length. This Sixth Amendment to Agreement extends the term of

said Agreement to November 1, 1991.
SECTION 2. The authorization to execute the
above-referenced agreement is rescinded if the parties to the
agreement fail to execute it within sixty (60) days of the passage
of this resolution.

SIXTH AMENDMENT TO AGREEMENT
(Police Firearms Training Consultant)
This SIXTH AMENDMENT TO AGREEMENT is made and entered
into this day of , 1991, by and between
the City of San Bernardino, a Municipal Corporation, hereinafter
called "CITY", and Eugene R. Henriksen, an individual, hereinafter
called "CONSULTANT".
CITY and CONSULTANT agree as follows:
1. Recitals.
(a) CITY and CONSULTANT entered into an Agreement 'on
October 25, 1988 ("the Agreement"), incorporated in Resolution No.
88-339, relating to consulting activities for police firearms
training and the operation of the San Bernardino Police Pistol
Range.
(b) The parties now desire to amend the Agreement to
provide for a six (6) month extension of its term.
2. Term.
The term of the Agreement is extended for an additional
period of six (6) months commencing May 1, 1991 and terminating
November 1, 1991.
3. Payment by City.
CITY shall pay CONSULTANT as and for all of his
services to be rendered hereunder, the sum of Two Thousand One
Hundred Seventy-eight and no/100 Dollars ($2,178.00) per month.
CONSULTANT shall submi t a claim or demand for each monthly
payment, and CITY shall pay CONSULTANT'S said bills promptly
within the period of time CITY normally uses for processing said
