On December 17, 1974, the City of San Bernardino entered into an
acreement (copy attached) with the Board of Library Trustees for the
San Bernardino Public Library and Bine S. Wane and Tine F. Wone. The
acreement called for the donation of a 39,875 square foot parcel of
land, located on the west side of Del Rosa Avenue, between Eureka
Street and Maraba11 Boulevard, from the Wanes to the City of San
Bernardino. The City was to hold title to the property for the San
Bernardino Public Library.
It was the intention of Mr. Wane that the property be used as the site
for a new library or, if sold, that the proceeds be used for new
library construction (not for the library ceneral fund). In addition,
the acreement stipulates that the property or the funds derived from
the sale of same must be applied to new library construction within
twenty-one (21) years after the death of the last surv1vine donor. The
acreement does not, however, state what happens if this time period is
exceeded.
In an effort to convert the property to cash for use by the Library,
staff of the Public Works Departaent and the Development Department
were instructed to effect a purchase of the property by the Development
Department, with the proceeds to Co to the Library. A price of $87,725
($2.20 per square foot) was acreed to be the current market value.
The proposed fundine source is Twenty Percent (20ll:) Set-Aside Funds.
Since the present land use desicnation of the subject is 1M
(Residential-Medium), this parcel would be valuable to the Department
for a future housine project. Staff has had discussions with a
developer interested in bui1dine a .u1ti-fami1y housine project in this
area. In nelotiatine a development aareement, a key deal point would
be the provision of an appropriate number of affordable housine units.
If this type of project proved to be impractical for any reason, the
set aside fund could be reimbursed from ei&hty percent (80ll:) tax
increment, allowine more flexible use of the property.
The transaction will be simple, essentially consistine of an exchan&e
of a deed for a check. The Department's budlet will, however, need to
be increased by the sales price in order to fund the purchase.
At its Auaust 8, 1991 meetine, the Redevelopment Committee discussed
this item and recommended approval by the Communi ty Development
CODmission and the Mayor and Common Council.

WITNESSETH:

OF A GRANT DEED CONVEYING CERTAIN SURPLUS PROPERTY LOCATED ON THE WEST SIDE
OF DEL ROSA AVENUE BETWEEN KAllSHALL BOULEVARD AND EUREKA STREET. IN THE CITY
OF SAN BERNARDINO. TO THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO

BE IT RESOLVED BY THE KAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor and City Clerk of the City of San
Bernardino. are authorized and directed to execute on behalf of the City. a
Grant Deed conveying certain surplus property located on the West side of
Del Rosa Avenue between Marshall Boulevard and Eureka Street. to the
Redevelopment Agency of the City of San Bernardino.
SECTION 2. That said Grant Deed referred to herein. a copy of
