RESOLUTION NO. 89-157
A RESOLUTION OF THE CITY OF SAN BERNARDINO PROCLAIMING THE
EXISTENCE OF A LOCAL EMERGENCY.
WHEREAS, the Mayor and Common Council is empowered to
proclaim the existence or threatened existence of a local
emergency when said city is affected or likely to be affected
by a public calamity; and
WHEREAS, said Common Council has been requested by the
Mayor of said city to proclaim the existence of a local
emergency therein; and
WHEREAS, said Mayor and Common Council does hereby find:
That conditions of extreme peril to the safety of persons
and property have arisen with said city, caused by a train
derailment and subsequent fuel line explosion commencing on or
about 7:41 a.m. on the 12th day of May, 1989 and at 8:07 a.m.
on the 25th day of May, 1989; and
That the aforesaid conditions of extreme peril warrant
and necessitate the proclamation of the existence of a local
emergency;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local
emergency now exists throughout said city; and

IT IS FURTHER PROCLAIMED AND ORDERED that during the
existence of said local emergency the powers, functions, and
duties of the Director of Emergency Services and the emergency
organization of this city shall be those prescribed by state
law, by ordinances and resolutions of this city approved by
the Mayor and Common Council.
IT IS FURTHER PROCLAIMED AND ORDERED that said local
emergency shall be deemed to continue to exist until its
termination is proclaimed by the Mayor and Common Council of
the city of San Bernardino, State of California.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
