The Mayor of the City of San Bernardino is 7 8 hereby authorized and directed to execute on behalf of said City an Interagency Funding Agreement for Development of a Santa Ana 9 River Corridor Master Plan, a copy of which is attached hereto marked as Exhibit" A" and incorporated herein by this reference as though fully set forth at length. SECTION 2. The authorization to execute the above- referenced agreement is rescinded if the requisite number of parties to the agreement fail to execute it in accordance with paragraph 5 of the Agreement before June 1, 1989. PENMAN, City Attorney 7 8 BY: 9 MJD:ss May 4, 1989 i' .~ 2 INTERAGENCY FUNDING AGREEMENT FOR DEVELOPMENT OF A SANTA ANA RIVER CORRIDOR MASTER PLAN WHEREAS, the Santa Ana River Corridor is a valuable linear open space and recreation resource, which will prove to be a sound investment for public health, welfare and enjoyment for generations to come; and, WHEREAS, the agencies along the Santa Ana River Corridor have determined that the development of a master plan for recreation trails and related facilities for riding, hiking and bicycling (Master Plan) in the river corridor is a beneficial and necessary project that should be accomplished through an interagency funding agreement; and, WHEREAS, the goals of the agencies that will be Parties to this interagency agreement include utilization of the river corridor as recreational trail system, conservation and protection of its natural resources so as to minimize the impact on biologically sensitive areas and unique and sensitive plant communities, preservation and interpretation of the corridor's scenic beauty; and, WHEREAS, the Parties to the interagency agreement are those agencies executing this agreement as identified on signature pages attached hereto, which may include but are not necessarily limited to: the Counties of San Bernardino, Riverside, Orange; the Cities of Redlands, San Bernardino, Highland, Lorna Linda, Colton, Rialto, Fontana, Chino Hills (County Service Area 19), Riverside, Corona, Norco, and Anaheim (hereinafter jointly and severally referred to as Parties); and, MJD:ss 1 . . WHEREAS, coordination of planning for the Santa Ana River development shall be encouraged through the Santa Ana River Coordinating Council (SARCC) representing cities, county agencies, state and federal agencies and citizen groups; and, WHEREAS, there currently exists a cooperative agreement between the National Park Service, Department of the Interior, and the SARCC for the purpose of obtaining financial and technical assistance from the National Park Service to develop the Master Plan; and, WHEREAS, the U.S. Forest Service and California Department of Parks and Recreation desire to participate in the development of the master plan pursuant to separate agreements; and, WHEREAS, a policy of cooperation between counties, cities, regional, state and federal agencies involved with the River should continue. NOW, THEREFORE, Parties agree as follows: 1. To contribute an amount not to exceed Six Thousand Dollars ($6,000) from each city and Ten Thousand Dollars ($10,000) from each county into a trust account to be maintained and administered by the County of San Bernardino who will serve as the lead agency for the purpose of developing a Request for Proposal (RFP) and contractual agreement to retain a consultant or consultants to develop the Master Plan. The actual monetary contribution from each of the Parties will be MJD:ss 2 . . . . prorated depending upon negotiation of the consultant contract but in no event will it exceed the previously described limits. The Parties will review and comment to San Bernardino County on the RFP and consultant contract prior to each document being finalized. 2. The master plan will include, but not be limited to: A. Master Plan 1. Elements a. Master Layout Plan with Details b. Financial Plan c. Design Standards d. Signage Plan e. Interpretive Plan f. User Guide g. Marketing Plan h. Promotional Materials i. Public Involvement Plan j. Analysis of Revenue Generation Opportunities k. Implementation Strategy 1. Environmental Impact Analysis/Focused Environmental Impact Report, if required 2. Objectives a. Connecting existing but separate trails to form a comprehensive river corridor trail system which will serve many user groups including hiking, bicycling, and equestrian interests. b. Interpreting and providing access to the diverse cultural and natural resources of San Bernardino, Riverside and Orange Counties together through a unified trails system. c. Determining a balance between providing access while still protecting habitats and implementing mitigation measures for endangered species. d. Integrating U.S. Forest Service, state, city, county and regional parks and recreation areas into the trails system. MJD:ss 3 . . e. Recognize the relationship between regional growth and the need for providing for recreation trails. B. Time Table The master plan project will be accomplished under the following tentative time table. Actions Date Parties obtain approval of interagency agreement from respective legislative authorities March 10, 1989 Review of proposals submitted and interviews with qualified proposers February 16 - March 3, 1989 March 13, 1989 April 17, 1989 April 17 - 28 1989 Review of draft Request for Proposals (RFP) for consultant services by SARCC RFP available for release Proposals due by 5:00 p.m. San Bernardino County Board of Supervisors' and Parties' approval of recommended consultant May 15, 1989 Development of Master Plan May 15 - Nov. 13, 1989 Submittal of draft Master Plan to Parties Nov. 16, 1989 Acceptance of Final Master Plan by Parties Dec. 15, 1989 3. The Parties further agree to designate the Parks and Director of San Bernardino County as the Parties' representative to coordinate with the master plan consultant on a regular basis. Periodic review of the Master Plan document will be accomplished by transmitting drafts to all Parties, and scheduling meetings as necessary. MJD:ss 4 ,---~ . . 4. This agreement may be signed in counter part and shall become effective when signed by all Parties and shall remain in force until acceptance of the final Santa Ana River Corridor Master Plan by all Parties. 5. The Parties agree that their approvals of this agreement shall be binding even if all Parties do not approve this agreement, provided that, at least all three (3) counties and at least four (4) cities approve this agreement no later than June 1, 1989. The Parties agree that the listing of Parties in the WHEREASES to this agreement shall be retyped to include only those Parties having approved this agreement by June 1, 1989. 6. The County of San Bernardino is hereby authorized to accept contributions from public or private sources for funding support of the Master Plan project. Further, the County of San Bernardino is authorized to add additional Parties to this agreement, provided that, no substantive portions of this agreement may be amended without unanimous approval of all Parties. 7. The Parties agree that except for the Six Thousand Dollars ($6,000) for each city and the Ten Thousand Dollars ($10,000) for each county, the Parties are not obligated to provide any additional funding for the Master Plan nor any additional funding to construct any facilities.
