Included in Attachment "B" are job descriptions for the four (4) positions. The job descriptions have been submitted to the Civil Service Board for its August 13, 1991, meeting. These positions are mid-management unit positions. The salary ranges would be established as follows: o Telecommunications Operations Coordinator (formerly CATV Programming Supervisor) Range 2341, $2,204-$2,955 per month o Video Production Coordinator (formerly CATV Production Supervisor) Range 2341, $2,204-$2,955 per month o Telecommunications Technical Coordinator (formerly CATV Production Specialist II) Range 2361, $2,434-$3,262 per month o Telephone Systems Coordinator (formerly CATV Production Specialist I) Range 2352, $2,329-$3,121 per month The annual compensation, effective July I, 1991, for each of the positions, including 29.36% for fringe benefits, is as follows: o Telecommunications Operations Coordinator $34,213 for Step 1; $45,871 for Step 7 o Video Production Coordinator $34,213 for Step 1; $45,871 for Step 7 o Telecommunications Technical Coordinator $37,783 for Step 1; $50,637 for Step 7 o Telephone Systems Coordinator $36,154 for Step 1; $48,458 for Step 7 On July IS, 1991, the Mayor and Common Council approved a 4% salary increase to be effective July 1, 1991, as per the Middle Management MOll. The recommendations in this item represent a net increase of $13.908/vear, including salaries and fringe benefits. The total annual compensation for these positions, including fringe benefits is $161,115, based on appropriate steps. The City of San Bernardino Personnel Department will do the following: 1. Update the job descriptions for the CATV Production Supervisor, CATV Programming supervisor, CATV Production Specialist II, and CATV Production Specialist I. 2. Conduct a salary survey for these positions, using March 1, 1991 data. The survey will involve the same Cities and the same procedures used by Comp Plus. 3. Recommend salary figures, based on March, 1991 data. 4. Develop a plan for implementation. 5. Recommend an implementation date of July 1, 1991 (first pay period in JUly). The Personnel Department will be responsible for developing the classification study. Prior to presenting the study to the Council Personnel Committee, the department will schedule meeting(s) with you to review the content of the study. We will incorporate any agreed-upon changes. Any increases will be implemented on a step-to- step basis, as per our discussion. REPRESENTATIVE DUTIES Plans, organizes and carries out a variety of administrative support functions; performs and coordinates administrative and operational analyses and studies; prepares reports and correspondence on a wide range of subjects requiring research and study; develops policy, work rules, systems, manuals and procedures related to special assignments and general administration; supervises technical and clerical staff; prepares and revises annual budget documentation; monitors expenditure of funds; investigates and follows through on citizen and subscriber cable complaints; coordinates arrangements for meetings, preparing agendas, establishing schedules and deadlines, preparing minutes and completing assigned follow-up; may interview applicants and recommend action on appointments, promotions and transfers; trains employees in Division policies and procedures; coordinates program scheduling and marketing for the City'S access channels; supervises quality control standards, tape traffic, duplication contracts and alphanumeric character generation; monitors licensing agreements, program logs and playback reports; and operates a computer terminal. REPRESENTATIVE DUTIES Plans, organizes and coordinates the work of clerical and contract maintenance staff; interfaces with common carriers and product vendors to assure least-cost service; monitors multiple digital PBX switches and multiple key service units at remote City locations; coordinates, daily adds, moves and changes of telephone equipment; responds to 24-hour emergency situations with public safety telephone communications; interfaces with city Department and Division heads to evaluate and make recommendations to meet individualized telecommunications needs; coordinates placement and maintenance of public/coin telephones throughout the City; establishes, maintains and documents accurate wiring routes, conduits and cable configurations; programs multiple PBX Maintenance Access Terminals (MATs); assists in budget preparation; conducts training classes; writes clear and concise reports and correspondence; and supervises work of subordinate staff.
