A total of six (6) bids were received, ranging from $250,420 to $406,500. The low bid is 11% below the Engineer's Estimate of $284,200. The low bid price was comprised of the two following components: Total Low Bid Price $ 58,324 192,096 $ 250,420 Schedule #1 - Waterman Avenue - Schedule #2 - Various Downtown Locations It is felt that the installation of street lights at various downtown locations may no longer meet the national objectives of the Community Development Block Grant Program. Therefore, it is proposed to proceed only with a contract for installing street lights on Waterman Avenue. Award of this contract has been deferred pending a decision on the offer by Edison to purchase our street lights. The offer by Edison has been reviewed, and the decision not to accept their offer. The low bidder originaily agreed to extend his bid for 60 days to allow time to consider the offer by Edison. This extension proved to be insufficient. However, the Contractor has agreed, by letter dated 2-3-91, to enter into a contract for only the street lights on Waterman Avenue, subject to an increase in the contract price of $4,082. We feel the adjustment in the contract price is warranted, due to the increases in cost and reduction in the scope of the project. RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO PAXIN ELECTRIC, INC. FOR INSTALLATION OF HIGHWAY SAFETY LIGHTING ON WATERMAN AVENUE, FROM SECOND STREET TO NINTH STREET, AND APPROVING CONTRACT CHANGE ORDER NUMBER ONE. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: paxin Electric, Inc. is the lowest SECTION 1. responsible bidder for: Installation of Highway Safety Lighting 8 on Waterman Avenue, from Second Street to Ninth Street, in 9 accordance with Plan No. 8201. A contract is awarded to said 10 bidder accordingly for the total amount of $58,324.00, but such 11 award shall be effective only upon the contract being fully 12 executed by the parties. All other bids, therefore, are hereby 13 rejected. The Mayor is hereby authorized and directed to execute 14 said contract on behalf of the City; a copy of the contract is on 15 file in the office of the City Clerk and incorporated herein by 16 reference as fully as though set forth at length. 17 SECTION 2. Contract Change Order Number One is approved, 18 to increase the contract price by $4,082.00, from $58,324.00 to 19 $62,406.00, due to price increases since the bid opening and 20 reduction in the scope of the project. 21 SECTION 3. This contract and any amendment or modi fica- 22 tions thereto shall not take effect or become operative until 23 fully signed and executed by the parties and no party shall be 24 obligated hereunder until the time of such full execution.
