Recommended motion:
That Change Order No. One to the contract with Cornish Construction
for installation of a Storm Drain in Mill Street, and modification
of Traffic Signals at Mill Street and "E" Street, in accordance
with Plan No. 8261, be approved; to authorize the Contractor to re-
mobilize and construct junction structure and remove pipe, for an
increase in the contract price of $16,600.00, from $257,000.00 to
$273,600.00.

STAFF REPORT
During project design, all utility companies were
requested to review the project plans and advise us of any of
their utility lines which might be in conflict with the align-
ment of storm drain pipeline to be installed in Mill Street.
General Telephone responded in writing that none of their
facilities were in conflict with the proposed improvements.
However, during excavation for the storm drain, it was discovered
that their facilities were in conflict with the design alignment
and elevation of the storm drain.
Work was necessarily suspended until GTE could relocate
their facilities in conflict with the proposed improvements. Re-
location of GTE facilities turned out to be a major undertaking,
and required about 3 months to complete. Due to the extensive
length of time to complete this relocation work, the Contractor
was compelled to move his equipment to another project.
It was found to be necessary to revise the alignment of
our storm drain, in order to clear other GTE facilities. This
revision required removal of some storm drain pipe that had
already been installed, construction of a junction structure, and
installation of the storm drain on a curve alignment.
The Contractor has quoted a price of $16,600.00 to re-
mobilize, construct a junction structure, remove and"re-install
some already installed storm drain pipe, and install the storm
drain on a curve alignment.
GTE has been put on notice that the City intends to submit
a bill for the cost of Change Order No. ONE. This action is
being taken due to the fact that the extra work was necessitated
due to GTE's written notification that there would be no conflict
with their facilities, which proved to be in error.
The . total estimated proj ect cost, based upon the actual
low bid price, contained an amount of $46,130 for contingencies,
which can be used to finance the cost of this change order.
The project account will be reimbursed when payment is
received from GTE.
We have reviewed the quoted price, and feel that it is
reasonable for the work involved. Therefore, we recommend that
Change Order No. ONE be approved.
