STAFF REPORT
South San Bernardino County Water District (District) merged with
the City of San Bernardino effective August 1, 1991. The terms and
conditions of the merger were approved by the Board of Directors
of South San Bernardino County Water District, the Board of Water
Commissioners, the Mayor and Common Council, and the Local Agency
Formation Commission. The Board of Supervisors, County of San
Bernardino, as conducting authority, approved the merger on July
15, 1991.
A condition of the merger stipulates that the City of San
Bernardino shall be the successor agency within the jurisdiction
of the Board of Water Commissioners; with the successor agency
assuming all rights, responsibilities, properties, equipments,
contracts, assets and liabilities, and functions of the South San
Bernardino County Water District.
The District issued and sold Series "c" Waterworks Bonds in the
amount of $150,000.00 in 1988, pursuant to a 1958 vote of the
people of the District, to incur bonded indebtedness of $40,000.00
for the purchase of certain improvements of the District.
The Board of Directors for the District did not adopt a resolution
establishing the amount to be assessed for Fiscal Year 1991-92
before the merger occurred. This matter was not determined until
August 6, 1991 through discussions with the District's previous
manager.
The Auditor/Controller's office has agreed to having the city
submit a draft of the resolution establishing the amount to be
collected as long as the final resolution is received by no later
than August 20, 1991. The adoption of tax rates for the 1991-92
tax roll by the County Board of Supervisors is scheduled for August
26, 1991.
With the necessity of meeting the County's deadlines, it is
necessary to have the matter acted on by the Mayor and Common
Council at the August 19, 1991 meeting.

RE: FISCAL YEAR 1991-92 ASSESSED VALUATIONS AND REQUFST FOR TAX RATE
INFORMATION
Enclosed is a listing of Secured and Unsecured Assessed Valuations for FY 1991-92.
Chapter 921 (AB 454) was signed by the Governor on September 21, 1987. In accordance with this
law, beginning in FY 1988-89, unitary values for utility properties (except railroads) will be valued
separately and billed at an average county-wide tax rate. The values identified as utility values on the
enclosed report reflect the reduction for these values.
Revenue received from the unitary taxes will be distn"buted from a pooled amount based on a formula
per instructions within the bill. This should be considered when calculating tax rates. The estimated
1991-92 revenue for your Agency's bond accounts from unitary taxes is: 502.98.
The adoption of tax rates for the 1991-92 Tax Roll by the County Board of Supervisors is scheduled
for August 26, 1991. Resolutions that certify the amount to be collected and require the
Auditor/Controller to compute the tax rate, must be received by the Auditor/Controller's Office no later
than Friday, August 9, 1991.
If your Agency submits a resolution setting a tax rate, the resolution must be received by the
Auditor/Controller no later that August 12, 1991.

WHEREAS, the people of the South San Bernardino County Water
for the purchase of certain improvements of the District; and
WHEREAS,
the
District
has
issued
and
sold

WHEREAS, the District, pursuant to the Cortese/Knox Local

merged with the City of San Bernardino effective August 1, 1991;
and
WHEREAS, a condition of the merger included that property tax
revenues attributable to the South San Bernardino County Water
District, along with delinquent taxes and any and all other
collections or assets of the District, shall accrue and be
transferred to the City of San Bernardino and credited to the Water
Fund; and
WHEREAS, a condition of the merger includes that the City of
San Bernardino shall be the successor agency within the
jurisdiction of the City Board of Water Commissioners; with the
successor agency assuming all rights, responsibilities, properties,
equipment, contracts, assets and liabilities, and functions of the
South San Bernardino County Water District; and

$11,625.00 for the principal and interest payments due during 1991-
92.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL
within the boundaries of the previous South San Bernardino County
Water District the total amount of $11,625.00 for the 1991-92
