Application and a proposal is hereby made to the 13 Local Agency Formation Commission of the County of San Bernardino for the 14 annexation of inhabited territory located South of Rialto Avenue, West of 15 Tippecanoe Avenue, as outlined in the justification form marked Exhibit 16 "A", and the plan and narrative marked exhibit "B", which are attached 17 hereto and incorporated by reference as fully as though set forth in length 18 herein. 19 20 21 22 23 24 SECTION 2. The Clerk of the governing body is hereby authorized and directed to file a certified copy of this Resolution with the Executive Officer of the Local Agency Formation Commission of the County of San Bernardino. NARRATIVE FOR PROVIDING SERVICES FOR A PROPOSED ANNEXATION TO THE CITY OF SAN BERNARDINO, LOCATED SOUTH OF RIALTO AVENUE, WEST OF TIPPECANOE AVENUE The Mayor and Members of the Common Council of the City of San Bernardino agree and desire to annex the above described terri tory to the Ci ty of San Bernardi no, for the foll owi ng reasons: 1. The territory proposed to be annexed is contiguous to the corporate limits of said City on three sides. 2. The i ncorporati on of thi s terri tory wi 11 he1 p contribute to and facilitate the orderly growth and development of the exi sti ng Ci ty area and the terri tory proposed to be annexed. Thi s proposed annexati on is wi thi n the Sphere of Influence for the City of San Bernardino. 3. This annexation will also help to provide a uniform and orderly manner of growth, planning and zoning of lands, and the subdivision of lands therein in such a manner most conduct i ve to the we 1 fare of sa i d City and the. area proposed for annexation. The City of San Bernardino has planned for providing all typical City services to the area under consideration for annexation. The following is an enumeration and description of servi ces whi ch wi 11 be extended to the affected terri tory, which describes the level and range of such services that will be provi ded, as well as the feasi bi 1 i ty of extendi ng such servi ces and any improvements that wi 11 be requi red by the City, along with a description of when the service will commence and the financing of such improvements and services and any condition imposed by the City. . 1. Planning, Zoning, Code Enforcement and Building Inspection The City shall provide these services in conformance with appropriate government codes and City Ordinances as well as following the City's General Plan for zoning and subject to the provisions of Land Use Ordinance No. 1991. This function is supported by City taxes and appropriate zoning, building and permit fees. Parks and Recreation - The area proposed for annexation will have no impact on park or recreational facilities or programs, and no additional service will be required as a result of the annexation. The cost to the taxpayer within the proposed annexation will be collected through the City taxes, and by required fees charged to those individuals who wish to participate in City sponsored recreational activities where charges and fees are applicable. 1-31-89 #- , . . . 3. ,L i brary Serv ice - It is important to note tha t the resources of the entire library system are readily made avail- able to the proposed annexation, including the Central Library located at 6th and "Ell Streets. 4'. Public Safety, Police - The San Bernardino Police Department is authorized a complement of 244 sworn officers and a p pro x i mat e 1 y 1 2 8 c i v i 1 i an s not c 0 u n tin g 7 2 schoo 1 c r 0 s sin g guards. The Patrol Division maintains 6 beat areas of the City. The Patrol division presently averages 24 Police units on patrol 24 hours a day, counting supervisory and traffic personnel. The Detecti ve Di vi si on has 30 sworn offi cers and works from 8:00 a.m. to 5:00 p.m. daily, Monday through Friday. The Services Division maintains all records and identification and provides support services to the other two divisions on a 24 hour a day basis. 5. Public Safety, Fire, Paramedic and Rescue Fire protection service will continue u.pon annexation and the affected resi dents wi 11 be provi ded wi th a C1 ass 3 rated Fi re Department with eleven (11) different fire stations to respond. A typical structural fire on the first alarm deploys two (2) eng i ne compan i es, one (1) 1 adder truck company, a paramed i c squad and one (1) Battalion Chief. In addition to fire protection, the City also has a minimum of four (4) paramedic units on duty 24 hours a day. Each unit has two (2) paramedics each, giving a total of eight (8) paramedics on duty at all times. Also, the City is equipped with helicopter assistance for rescue and/or evacuation service when required. The closest station is Fire Station No. 10 located at 520 South Arrowhead Avenue. 6. Publ i c Safety, Ambu1 ance Servi ce - The Ci ty of San Bernardino under Ordinance No. 1987 franchise to Courtesy Ambulance Company as the only medical transportation carrier within the City limits. The rates are established by the above ordinance and said fees are paid by the user. Cardiff Farms Mutu,al Water Company presently serves this area. The treatment, disposal and reclamation of wastewater is processed by the City of San Bernardino's Treatment Plant. 7. Liberty and T.V. Cable - These companies presently provide services to this area upon property owners request. 8. Public Utilities Electricity, Gas and Telephone Service - These services are currently provided to the project area. The City will allow service to continue upon annexation 1-31-89 .,. . under the present franchise agreements between the various utility companies. The rate structure and cost to the property owners are con t roll e d by the Pub 1 i c Uti 1 i tie s Co mm i s s i on and any expansion of future service will be created by the request of developer and/or property owners. . 9. Solid Waste, Collection and Disposal - When the area is annexed and developed, the City will provide service at that time. Also, if u.pon request, the City will provide refuse service to the existing customers, or at the end of the 5-year cancellation period, whichever comes first. 10. Transi t - Upon annexati on, the bus servi ce provi ded for this area will remain under the control of Omnitrans. Omnitrans' long range transit plans are at the request of residents in the area through their Councilman or directly to Omnitrans. Such change must have approval of the City Council. The Short Range Transit Plan calls for continuation of the present service levels on these routes.
