adopted an agreement between the Co_ission and HomeAid, Inc.
On July 24, 1991, the Co_unity Development Commission conducted a
workshop in connection with the Arden-Guthrie Area Revitalization Plan
and approved in concept said Plan (Sunrise Village Revitalization Plan).

Arden/Guthrie .eYitali~.tion Plan
Earlier this year, the CaBDUnity Development Commission (CDe) retained
HomeAid, Ine. to develop, among other things, a revitalization plan for
the Arden/Guthrie area. On July 24, the Commission eondueted a workshop
regarding the Sunrise Village Revitalization Plan (Arden/Guthrie Area)
prepared by HomeAid, Ine. Presentations were made by Ms. Judith
Lenthall, President, and Mr. Randolph Hlubik, Landseape Architeet,
Randolph Hlubik Assoeiates, Ine. The diseussion eentered around the
speeifie goals presented in the plan as follows:
1. Drasticallv reduce the crime rate. Aceomplished by inereased
police patrols, an effeetive neighborhood watch and better tenant
seleetion.
2. Boasina: All units wst be brought up to code and adequately
maintained. Aceomplished with assistance from a modified Rental
Rehabilitation Program funded by redevelopment set-aside monies;
prohibition 8&ainst additionsl four-plex developments in the area;
establishment of uniform tenant selection proeedures to seeure
quality tenants and ensure that the units remain in good eondition.
3. Commercial: Study means to facilitate the eontinuanee of the
businesses currently loeated along Highland Avenue, as well as
rezone additional eommereial use along Highland Avenue.
4. Circu1ation: Eliminste through traffie from the interior of the
residential area.
5. ltei_lIhorhood Idll!!lltitv: Change the name of Roca Street to Sunrise
Street and provide attractive entry markers in seleeted loeations
that identify the Sunrise Village eommunity.
6. Street LiRhtift_: Provide adequate street lighting throughout the
area.
After the diseussion, the Commission approved the plan in eoneept and
requested that further diseussion of this matter be eontinued to August
5, 1991.
As noted earlier, there was significant diaeussion regarding the
eomponents of the program, its eost and potential revenue sourees. The
following items were identified as key poliey issues to be further
explored and discussed in depth at the August 5, 1991 Commission
meeting.

1. Ff.....eina Plan: The City's share of the cost of various common
area improvements and unit rehabilitation ia estimated to be $7 to
$14 million dollars. These fiaures are up from $2.2 to $4.4
million dollars. It is unclear how both sets of estimates were
developed and the reason for the three-hundred percent (300~)
increase.
2. OWner partieinatian: Concerns were expressed reaardina the
methods and procedures to be utilized in addressina those property
owners DQl willina to participate in the proaram, but willina to
pay the $1,000 business license fee.
3. Kelocation: Concern was expressed relardina the displacement of
Arden/Guthrie tenants to other areas of the city and the impact
such displacement would have on affected neiahborhoods.
4. PrODertv OWner F4.....cina: The plan indicates the property owners'
association must come up with $1.8 million in private financina for
their share of the common area improvements. City assistance at
this point is continaent upon the owners acquirina private
financina. The acqui8ition of such private financina by the owners
is clearly open to question.
5. I_I_entation: Discussion occurred relardina the manner in which
the plan was to be implemented, particularly with respect to
construction activities, phasina and lease-up issues.
6. R"".bilitatian Pi.....eina: Policy direction should be provided
relative to the type of rehabilitation assistance required of the
Ci ty . Assistance could take the form of arants or loans. If in
the form of loans, discussion should take place relative to maximum
loan amount, terms, and loan-to-value ratios. Thoulht should also
be liven to the possiblity of the property owners beina unable to
acquire private financina and approachina the City relardina same.
Based upon the foregoina, staff recommends adoption of the form motion.
