agreement with Main Street, budgeting $2,250,000 for Streetscape
improvement.
.October 15, 1990, The Community Development Commission approved
the components of the Main Street, Inc. Streetscape Plan.
March 18, 1991, The Community Development Commission approved
the Negative Declaration on the Environmental Impact Review.
May 6, 1991, The Community Development Commission adopted motion
B authorizing the Public Works Department to solicit bids for
both sides of "E" Street, Second Street to Sixth Street and both
sides of Fourth Street, Arrowhead Avenue to "F" Street, including
intersection pavers at Second Street, Court and Fourth Street.

Bids for the Main Street Revitalization Project were opened at
2:00 p.m., Tuesday, July 23, 1991.
A total of four bids were received, ranging from $1,665,550 to
$2,064,600. The low bid of $1,665,550.00 is 11.4% under the
Engineer's Estimate of $1,879,900.00.
Below is the total estimated project cost, based upon the actual
low bid price:

The above estimate does not include any fees paid to consultants,
or the 50% share of the cost of improvements installed by The Sun
(estimated to be $150.000).
The contract documents were prepared with Additive Alternate "A"
(furnishing street light standards) and Additive Alternate "B"
(installing street light standards) due to the consideration of
an offer from Edison to purchase our street lights. If the offer
had been accepted, the contract would have been awarded for the
Basic Bid only, and arrangements made with Edison to install the
street lights. However, since the offer has not been accepted,
it will be necessary to include both additive alternates in the
contract award.
Streetscape improvements will be installed under this contract on
"E" Street, from Second Street to Sixth Street, and on Fourth
Street, from "F" Street to Arrowhead Avenue. Concrete pavers
will also be installed at the intersections of Second Street,
Court Street, and Fourth Street, with "E" Street.
An amount of $2,250,000 has been allocated from the Central City
North Bond Issue to finance the costs incurred for this project.
Consultant fees have been paid from Main Street's operating
budget, and will have no effect upon the available balance of the
allocated funds.
We recommend that a contract be awarded to the low bidder.

SBCTIOIl 1.
Sierra Pacific Federal Electrical Contracting is the lowest
responsible bidder for Main Street Revitalization. Phase "I". in accordance
with Plan Rumber 8484. A contract is awarded accordingly to said bidder for
the total amount of $1,665,550.00, for the Basic Bid and Additive Alternates
"A" and "B", but such award shall be effective only upon the contract being
fully executed by the parties. All other bids, therefore, are hereby
rejected. The Chairman of the COIIIIII1Dlity Development COIIIIIIission is hereby
authorized and directed to execute said contract on behalf of the City, a copy
of the contract is on file in the office of the City Clerk and incorporated
herein by reference as though fully set forth at length.
SECTIOIl 2.
This contract and any amendments or modifications thereto shall not
take effect or become operative until fully signed an executed by the parties
and no party shall be obligated hereunder until the time of such full
execution. Ro oral agreements, amendments, modifications or waivers are
intended or authorized and shall not be implied from any act or course of
conduct of any party.
SECTIOIl 3.
This Resolution ,is rescinded if the parties to the contract fail to
execute it within sixty (60) days of the passage of this Resolution.
