MEMORANDUM OF UNDERSTANDING The State of California, Department of Transportation (Caltrans) is currently preparing plans for construction of State Highway Route 30 between Arden Avenue and 5th Street and the extension of Route 330 from Route 30 to 0.5 mile north of Highland Avenue in the cities of San Bernardino and Highland. During the project preparation process, it was determined prudent to eliminate local service connections to Pacific Street to avoid unnecessary impacts on the "Highlands Historic District." The interchange at that location was reconfigured to provide freeway-to-freeway connections between Route 30 and Route 330 only. As a result of the above local service connections to the freeway system within the project limits are available only at Arden/Highland and Baseline on Route 30 and at Highland on Route 330. Elimination of the local service connections at Pacific Street coupled with the projected 20 year growth in traffic could impact the functional operation of the Highland Avenue/Arden Avenue intersection. It is therefore mutually agreed that: 1. A potential exists for easing the projected congestion at the Arden/Highland intersection by construction of a local service interchange at or in the vicinity of Central Avenue. 2. It has been determined imprudent to pursue such a project at this time due to adverse local community feelings and the possibility for delaying the Route 30/330 freeway project. 3. Caltrans will commit to proposing development of a project to add the interchange at or in the vicinity of Central Avenue at such time as traffic growth creates the need for such an additional interchange and the City of San Bernardino requests the interchange project be pursued. ~.. .I ..~ , It is understood that Caltrans cannot guarantee funding for the subject interchange or commit to a construction year. Allocation of funds is the sole prerogative of the California Transportation Commission. Further, such interchange construction will have to conform to all Federal and state standards applicable at that time. '7' ~ .. 1 RESOLUTION NO. 89-23 2 RESOLUTION OF THE CITY OF SAN BERNARDINO SUPPORTING THE REVISION OF THE DESIGN OF THE ROUTE 30/330 INTERCHANGE TO A FULL 3 FREEWAY TO FREEWAY FACILITY AND THE REVISION OF THE ARDEN AVENUE INTERCHANGE TO UPGRADE THE TRAFFIC CAPACITY. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF rrHE 5 CITY OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. The City of San Bernardino supports the 7 revision to the design of the Route 30/330 Interchange to a full 8 freeway to freeway facility, with the elimination of direct 9 access to Pacific Street. SECTION 2. The City of San Bernardino supports the 11 revisions to the design of the Arden Avenue interchange at Route 12 30 to upgrade the traffic capacity. 13 SECTION 3.
