HomeMy WebLinkAbout1989-010 1 . 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 \ , ~ RESOLUTION NO. 89-10 RESOLUTION OF THE CITY OF SAN BERNARDINO OPPOSING THE CLOSURE OF NORTON AIR FORCE BASE AND ENCOURAGING THE CITIZENS OF THE CITY OF SAN BERNARDINO TO CONTACT THEIR ELECTED OFFICIALS IN WASHINGTON, D.C., AND EXPRESS THEIR CONCERN AND OPPOSITION TO THE CLOSURE OF NORTON AIR FORCE BASE. WHEREAS, the Base Closure Commission's report to the Secretary of Defense and to the House and Senate Armed Services Committees has recommended, in effect, the closure of Norton Air Force Base, San Bernardino, California; and, WHEREAS, San Bernardino County has been dealt a doubly devastating blow by the recommended closure of both Norton Air Force Base and George Air Force Base; and, WHEREAS, neither the Department of Defense, the Congress, nor any Federal Agency prepared an economic study of the potentially serious adverse impact that the closing of Norton Air Force Base would have on the San Bernardino area; and, WHEREAS, the closure of Norton Air Force Base would, at a minimum, result in major short-term revenue losses to the City of San Bernardino in a time of austere budget constraints, seriously impacting our ability to serve the remaining residents of our City; and, WHEREAS, the projected annual savings from all of the Base closures is only a fraction of a percent of the national budget; and, WHEREAS, only American jobs are affected by the recommended closures. No consideration was given to closing overseas bases. No consideration was given to shifting the economic burden of operating bases in allied countries with strong economies, to JFWjdd January 6, 1989 1 I .,. .... ,. 1 those countries; and, 2 WHEREAS, the closure of Norton Air Force Base would result 3 in a loss of human resources essential to moral and cultural 4 growth of our area. 5 NOW, THEREFORE, be it unanimously resolved by the Mayor and 6 Common Council that they are firmly opposed to the closure of 7 Norton Air Force Base and encourage the citizens of San 8 Bernardino to contact their elected officials in Washington D.C., 9 and express their concern and opposition to the closure of 10 Norton Air Force Base. 11 I HEREBY CERTIFY that the foregoing resolution was duly 12 adopted by the Mayor and Common Council of the City of San 13 14 15 regular meeting held on the 3rd day Bernardino, at a of 16 17 18 19 20 21 / / / / / / / / / / / / / / / / / / / / / / / / 22 23 24 25 26 27 28 January , 19~, by the following vote, to wit: AYES: Council Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller NAYS: None ABSENT: None ~/1t2/ /{Jfl~ City Clerk JFW/dd January 6, 1989 2 I .' .. ..
