STAFF REPORT
The proposed formation of Underground Utility Assessment District No. 21. located
along portions of Central Avenue and Palm Avenue. South of Highland Avenue. was
approved for recommendation ~ the City's Underground Utility District Committee
at their meeting of June 6. 1991. This project was recommended based on the
proposed Easterly extension of the cross-town freeway and includes those areas
where the freeway extension is proposed to cross Central Avenue and Palm Avenue.
Utility companies are required by Rule 20 of the Public Utilities Commission to
set aside a certain portion of their revenues to finance the cost of
undergrounding overhead facilities within districts established by local
agencies. Each agency is allocated a certain amount of funds based upon the total
number of overhead services within the agency's boundaries. The Underground
Utility Committee of that agency reviews and designates areas proposed for the
establishment of a district.
The proposed project will be funded by the City's allocation of Rule 20 funds.
and no City funds will be used for the project. There are no services points
provided in the proposed area and there will be no conversions required by
property owners.
It is recommended that the Director of Public Works/City Engineer and City Clerk
be authorized to proceed with the establishment of the proposed District.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO NOTICING A PUBLIC HEARING
RELATIVE TO THE FORMATION OF UNDERGROUND UTILITY DISTRICT NO. 21, GENERALLY
LOCATED ALONG PORTIONS OF CENTRAL AVENUE. SOUTH OF HIGID..AND AVENUE AND ALONG
PORTIONS OF PALM AVENUE. SOUTH OF HIGID..AND AVENUE.
WHEREAS, Chapter 13.36 of the San Bernardino Municipal Code of the
City of San Bernardino provides for the establishment of an underground
utility district within said City upon a finding by the Mayor and Common
Council after a public hearing that the necessity, health, safety or welfare
requires the underground installation of utilities within said district; and
WHEREAS, the Underground Utilities Committee of said City has
recommended the formation of an underground utility district to include the
real property described herein.
NOW, THEREFORE. BE IT RESOLVED by the Mayor and Common Council of
the City of San Bernardino as follows:
SECTION 1. NOTICE IS HEREBY GIVEN that the public hearing will be
held before the Mayor and Common Council of the City of San Bernardino on
Monday, August 5, 1991, at the hour of

Chambers of City Hall, 300 North "D" Street, San Bernardino, Cal Hornia, to
determine whether the public necessity, health, safety or welfare require
the formation of Underground Utility District No. 21, located along portions
of Central Avenue, South of Highland Avenue, and along portions of Palm
Avenue, South of Highland Avenue, more particularly shown on Drawing No.
8947 in the Engineering Division, City of San Bernardino, and on file in the
24 office of the City Clerk of said City, a copy of which is attached hereto

and made a part of this description of Underground Utility District No. 21.
SECTION 2.
The City Clerk is hereby directed to notify all
affected property owners as shown on the last equalized assessment roll and
all affected utility companies by mailing a copy of this resolution to them
at least ten (10) days prior to the date of said hearing.
