This non-sworn position will operate and maintain the San Bernardino Police Department's pistol range and provide supervision and training to personnel uitilizing the range. The attached job description describes the duties performed by the Police Range Master (Attachment "B"). The police Range Master would be a classified general position and the salary range would be set at Range $2011 to $2445 per month. to be unit 1303, The annual compensation for Police Range Master including 31% for fringe benefits is as follows: . $31,612 based on step 1 . $38,435 based on step 5 At the May 9, 1991 meeting, Council Personnel Committee approved the request to establish the salary for the Police Range Master at Range 1293, $1911 to $2323 per month and to establish one position in the police Department. However, based on the 5% increase scheduled July 1, 1991 for the general unit classification, the salary reflected in pargraphs 3 and 4 has been refigured to include the 5% increase. In the 1990/91 budget a ten p-ercent increase was approved, plaCing Mr. Henriksen's salary at $26,136 per year. Based on conversations with the City Attorney's office there appears to be legal prohibitions fro. continuing to contract with Mr. Henriksen or any other individual for the range master position. The legal prohibitions consist of a requirement of contract employees setting their own hours rather than having their hours set by the Police Departlllent. RECOMMENDATI~: Due to the above described legal difficulties it Is ~ recommendation that a perllanent position of Range muter be created under salary rlnge 1278 with the beginning salary of $1,775 per month. Additionally, it Is recommended that until approval for the range ..ster fosition is mandated by the Personnel Review Committee and the City Counci , that an extension of Mr. Henriksen's contract" be negotiated at the 90-91 budget figures until such time as the permanent position Is created. FINDINGS: Mr. Henriksen's present salary Is $26 136 per year. B.Y creating a pennanent .9osition under salary range 1278 the yearly salary woulcr be $21 300. In addition to the salary, tbere would be the cost of benefits at $6,177 per year for a total yearly cost of $27,477. REPRESENTATIVE DUTIES Schedules and supervises firearms training activities; ensures the overall safety and efficient operation of the pistol range facilities; maintains firing line safety pre- cautions; demonstrates and instructs in the use of a variety of firearms, non-lethal and chemical weapons, their operation, safety and tactics; devises innovative combat shooting courses; develops and introduces new training techniques and conducts training courses; advises the Police Department staff on weapon-related matters; evaluates equipment available to the department; acquires and stores ammunition and range equipment; maintains inventory and prepares reports on shooting scores, and range activities; issues ammunition; performs general maintenance work to keep range clean and orderly; builds and maintains targets; schedules and supervises public shooting events, and collects and accounts for monies collected as range fees; administers written and shooting proficiency tests to applicants for permits to carry concealed weapons; inspects, tests, repairs and alters weapons for department use; destroys firearms; maintains detailed records of firearm destruction; and supervises assigned personnel. MINIMUM OUALIFICATIONS Graduation from high school or G.E.D. equivalent and one year of experience in the operation of a smallarms firing range; possession of a National Rifle Association Smallarms Instructor's Certificate; possession of a certificate of com- pletion from a gunsmithing or armourer school sponsored by Smith and Wesson, Colt or Ruger; possession of, or ability to obtain, a permit to carry concealed weapons. Possession of a valid Class "cn California Driver's License. ORGANIZATIONAL RELATIONSHIPS The Rangemaster (Armourer) is a non-sworn employee of the police Department. Supervision is received from a line supervisory police class. Supervision is exercised over personnel assigned to maintenance or clerical duties at the pistol range.
