INTEROFFICE MEMORANDUM
TO:
Community Development Commission
FROM:
James F. Penman, City Attorney
DATE:
JUly 12, 1991
RE:
Relocation Assistance
On May 20, 1991, by Commission Resolution No. 5290 and City
Resolution No. 91-187 the Commission, with the approval of the
Mayor and Council, authorized the use of $25,000 in low- and
moderate-income funds to assist residents who are evacuated from
residential buildings found by Code Enforcement to be imminent
health and safety dangers. This program has been very successful
and all who have needed assistance have received it. The result is
many families now reside in a safer more healthful environment and
many neighborhoods in the City are once again being enjoyed by the
residents instead of living in fear of gangs, crime and shootings.
As a result $23,890 of the original allocation has been expended/
committed, leaving us $1,110 remaining.
Beginning August 1, the County, pursuant to the state budget
crisis, is reducing by half the amount of funds it provides to
individuals in these circumstances. The result will be that more
families will need these funds to help them relocate. Since these
funds are restricted by law to low- and moderate-housing, no
greater need can exist than to help children and families find
safe, clean and healthy living conditions.
It is respectfully requested that the Commission authorize an
additional $100,000 for this program from the remaining sum of 5.5
million available in 20% set aside funds. It is noted, again, that
these funds, by law, may be used only for low and moderate housing.
We only became aware of this situation after the Agenda was
posted and it is essential that action be taken quickly so as not
to leave the program without the necessary relocation funding.
