STAFF REPORT
The City of San Bernardino needs its own Legislative Advocate in Sacramento to
look out for our special interests. Many isues come before the California
Legislature and the League of California Cities cannot adequately represent
all cities. Non-tax cities are constantly seeking legislation that cuts into
a share of our dollar.
Other items of interest such as paramutua1 fees affect only a few cities. If
we are able to raise this percentage to one-half of one percent of pending
legislation, this would more than pay for the cost of a legislative advocate.
The City is also in need of certain special legislation that the League cannot
handle under existing policies.
The Water Department is always being bombarded by adverse legislation and needs
~ watchdog over downstream entities, who are seeking special legislation to
their advantage. RDA is always under attack.py the legislature, and we really
need help in this area.
I have discussed this matter with several legislators, and they have highly
recommended Michael J. Arnold & Associates, Inc. to represent our needs.
Mr. Arnold indicated he would represent the City for $3,000 a month. I propose
that the Water Department, The City and RDA share this cost equally.
Attached is a list of cities who have their own Legislative Advocate in Sacramento.

independent legislative representation in Sacramento. The following list may not be
absolutely complete, but it will give you a good indication:
