STAFF REPORT
The City of San Bernardino Municipal Water has received a formal
request for a permanent emergency water intertie from the New
Cardiff Farms Mutual Water Company, which provides water service
to approximately 272 residences and businesses in an area located
just east of the City of San Bernardino near Tippecanoe and Third
Street.
The recently reorganized New Cardiff Farms Mutual Water Company is
in the process of upgrading their water system and its reliability.
Their request for an emergency intertie is supported by the State
Department of Health Services (OOHS), since the Company has a long
history of service interruptions that have resulted in contaminated
drinking water being supplied to their customers.
On June 4, 1991, the President of the New Cardiff Farms Mutual
Water Company Board of Directors appeared before the San Bernardino
Municipal Water Department Board of Water> Commissioners and
requested an intertie to the City's water system. The New Cardiff
Farms Mutual Water Company board desires that the connection be
made solely to provide a back-up supply of drinking water should
their system fail again. The intertie would 2nlY be used in an
emergency situation to protect the health and safety of the public
in the Cardiff Farms service area.
At the regularly scheduled June 4 meeting, the Board of Water
Commissioners voted unanimously to authorize an emergency intertie
with Cardiff Farms and that the item be forwarded to the Mayor and
Common Council for approval since the Company is located outside
the corporate limits of the City of San Bernardino.

Gentlemen:
This is regardiJ1.g the request made by the New Cardiff Farms Mutual Water Company for an
intertie connection with the City of San Bernardino. This ComJmllY has a long history of service
interruptions which bave repeatedly resulted in contamination of the drinking water supply in the
area served by the Company.
We strongly support this request and urge the City to provide assistance by installil18 a
permanent interconnection with the Company. This action would provide the utility with an
additional source of high quality drinking water and allow them to maintain minimum system
operating pressures.
Your continued efforts to protect the public health are appreciated. Please do not hesitate to
