: Recommended motion:
That the City Engineer and City Clerk are authorized to proceed with initiating
proceedings for the establishment of an assessment district under the provisions of
Chapter 12.90 of the San Bernardino Municipal Code and that the City Engineer is
directed to prepare an Engineer's Report for the proposed maintenance of Landscaping
in portions of Cajon Boulevard. Pepper Linden Drive. along and adjacent to the
Eas~erly boundary of Tract No. 14503-1 in easements to be granted to the City and the
retention basin located along the South bounda 0 he Tracts all in ity of San
Bernardino.

STAFF REPORT
A petition has been received by this office requesting the formation of an assessment
district for the maintenance of landscaping along the major streets which border
Tentative Tracts No. 14503 and 14503-1, along and adjacent to the Easterly boundary of
Tract No. 14503-1 in easements to be granted to the City and in the retention basin
located along the South boundary of the Tracts. This petition is the result of
requirement by the City for the Developer to establish the district. The assessment
will include maintenance of landscaping, energy costs, and administrative costs. The
signatures affixed to the referenced petition have been checked and found to represent
the owners of 100 percent of the area of the property lying within the proposed
boundaries of the district to be assessed for the proposed maintenance.
This proposal is North of and adjacent to Assessment District No. 993 for the
maintenance of landscaping in Tracts No. 14184 and 14185. We cannot expand the
existing District to include this proposal as it would raise the cost of the annual
assessment to the existing District by approximately $69.00. As the existing District
is almost completely built out ffild sold to individuals, a protest hearing would be
necessary and the chances of them wishing to increase their costs would be slim to
none ffild an effort in futility. This proposed District will. however, be lumped with
the landscape contract for District No. 993 when the time comes to provide a more
reasonable cost to all concerned.
The developer will be required to up-front the cost of the proceedings for
establishment of the district.
