International Reeds Assessment ProDOssl
In order to develop San Bernardino, local money is not enough. The increasing
importance of the Pacific Rim investors in the economic deVelopment of San
Bernardino is crucial. Current Pacific Rim investors are the lIaruko Hotel, C &
II Fine Pack and J & B Foam. Additonally, converting Norton Air Force Base from
military use to private use is a logical move, should we become an international
center, as it would provide transportation to the world.
We, therefore, need to create a strategy for opening up international
opportunities in our local economy before the cities of Riverside or Ontario do
it first. The attached International Needs Assessment proposal addresses that.
We are proposing here to do the Part I Background Analysis that would provide
informltion necessary to decide if we want to proceed with Parts two and three.

amend Part I of our proposal dated April 4, 1991, to include a
prow-sion that:
"The Greater Los Angeles World Trade Center Association will
contact foreign based firms that might expand and/or relocate their
business Southern California in the next five years, and government
economic development representatives from those countries, to
identify major criteria used in the relocation/expansion process
and final decision.
This additional research and assessment would be conducted at no
additional charge if the original proposal is accepted by the City
of San Bernardino.
