Dear Mr. Benderson:
Enclosed herewith is documentation relative to our
conversation concerning the need for funding for child'
care services at the Provisional Accelerated Learning
(PAL) Center on the Westdde of San Bernardino. Mayor
Bob Bolcomb referred me to you stating that he would sup-
port the project.
As previously stated, Supervisor Robert (Bob) Bam-
mock said the county would purchase the modular discu.-
sed in the documentation if the City of San Bernardino
would finance the costs of implementing the child care
services.

1) my letter to Supervisor Bammock explaining the dilem--
ma of a promised Bead Start program that did not mater-
ialize, and requesting a.sistance in implementing a child
care program to service the critical need on the Westside
of San Bernardino,
2) documentation showing the preparation made to imple-
ment a Bead Start program, and
3) estimated costs of implementing a daytime housing,
child care and development program at the Provisional
Accelerated Learning (PAL) Center.

Dear Supervisor Hammock:
My sincere thanks for the beautiful resolution from the
San Bernardino County Board of Supervisors, presented
at the PAL Center Recoinition and Benefit Dinner March
8th at the National Orange Show Ground. I am ineeed
honored and humbly accept this award on behalf of.. all .
the PAL Center participants whose lives we have posi-
tively impacted, and who have gone on to become contri-
buting members of our society.
Your award strengthens my resolve to continue making a
positive difference in a society fraught with negative
influences that threaten to obliterate future genera-
tions if positive interventions are not activated.
It also strengthens my resolve to seek relources to
continue the badly nee~ed activities at the PAL Center!
So I, indeed, will be -knocking on your door- for in-
terventions on behalf of constituent. of the Fifth
Supervisorial District. Alcase in point follows:

In John Ray.'s remark. March 8th, h. mentioned a

seeking sugar to make lemonade i. the modular unit
(attachment '1) leased when we were promised a head-
start program to begin October 1, 1990 (attachment
'2). Although our agency incurred costs to activate
the badly nee~ed head.tart program, after numerous
inquirie., after affixing my signature to a contract,
. :and .fter being assured .. late a. December that we
would begin January 1st, I was finally informed Jan-
uary 14th by the pre-Ichool department executive
director that, because of limite4,~und., we would not
get. a headstart program.

Dear Mr. Payne:
Submitted herewith is a proposal per Supervisor Hammock
and our conversations for acquisition of the modular
unit discussed in our previous conversations.
I have met with Mayor Holcomb who will lend support.
We are currently receiving commitments from Mr. Kenneth
Henderson, Councilwoman Ester Estrada, Councilman Jack
Riley, and other members of the Redevelopment Committee
and City Council.
It appears that the city WILL fund the child care ser-
vices if the county purchases the modular. The issue
will be voted on at the June 6th and June 17th committee
and council meetings.
I will be out of town June 4-9, 1991. Upon my return,
commitments will be s.cured from other council members.-
We are excited about the possibility of offering child
care services and look forward to implementation as
soon as HUMANLY possible.
