RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE
CITY OF. SAN BERNARDINO APPROVING AN AGREEMENT WITH THE SAN
BERNARDINO CITY SCHOOL DISTRICT FOR FINANCIAL ASSISTANCE TO
IMPLEMENT A HIGH RISK PROJECT FOR CERTAIN LOW INCOME STUDENTS.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT
COMMISSION OF THE CITY.OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
The Executive Director of the Development
Department is hereby authorized and directed to execute an
Agreement with the San Bernardino City SchoOl District on behalf
of Emmerton Elementary School for financial assistance in the
amount of Twenty Thousand Dollars ($20,000) from Collateralized
12 Mortgage Obligation Residual funds (CMO' s) to implement -a high
13 risk project for low-income students from within the service area

SECTION 2.
The authorization to execute the above-
referenced Agreement is rescinded if the parties to the Agreement

b) Emmerton Elementarv School Hiah Risk Proiece is a joint
venture between the San Bernardino City Unified School
District and county, social, health, and juvenile
agencies, designed to reduce the loss of a sense of
community/neighborhood that results from living in
poverty, lack of adequate support systems and/or the
inability to access needed services.
This team approach as outlined in the operational
agreement (see attachment) is unique in joining
multiple county agencies with the school district
in a common goal to increase the number of students
who are able to function well in school and achieve
healthy, productive, and successful lives.
Needed intervention will be established collaboratively
with the Department of Public and Social Services,
Probation, Mental Health, Child Health and Disability -
Programs, San Bernardino City Unified School District,
and Parks and Recreation. The program is designed to
address multiple risk factors of the student population
and the surrounding community including poverty, high
mobility, and a lack of a sense of community.
Proposed programming to address these risk factors
include the following services:

The $20,000 funding being requested through this CDBG
proposal will be applied to other funding being
requested through a San Bernardino County CDBG proposal
for the purpose of supporting the employment of a full-
time program coordinator and secretary who will be
responsible for the day-to-day administration of
multiple program components and the coordination of
services with county agencies. This program coordinator
will also be responsible for a core management council.

Emmerton Elementary School is in the San Bernardino City~nified
School District and is located on the border of the Cities of San
Bernardino and Hiqhland. It is one of 37 elementary schools in
the San Bernardino City Unified School District. Its attendance
boundaries are bordered by Hiqhland Avenue on the north, Baseline
on the south, Del Rosa Avenue on the west, and Victoria Avenue on
the east. Emmerton School is in a neiqhborhood honeycombed with
poverty and despair. (See attached map Appendix C.)

Emmerton Elementarv School Hiah Risk proiect which is
a multiagency effort designed to bring about needed
services to a high risk population using the neigh-
borhood school as a sChool-community resource center.
In San Bernardino County, one out of every five families
live in poverty. At Emmerton Elementary School over 50%
of the families are either at or below the poverty
level. The children of these families have multiple
risk factors including but not limited to: increased
risk for entry into drug and gang activity, social
dependency, and dropping out of school. Statistics from
Emmerton School reflect the multiple needs of its
children.

It is hoped that by bringing these services to the
neighborhood school it will help recreate a sense of
community and thus begin to address the problems of
crime, violence, domestic violence, gang and drug
activity which are a by-product of poverty and which
currently are plaguing this part of our county.
This proposal is a primary prevention strategy, a first
attempt of its kind to join schools and services in San
Bernardino County to stem the tide of those negative
social elements related to poverty. The Emmerton
Elementary School High Risk Project has the potential to
serve as a model for other school districts in the
county to follow.

The ethnic composition of the school is 33% Black, 35%
Anglo, 25% Hispanic, 5% Asian, 3% American Indian. Home
language surveys given at Emmerton Elementary School
indicate that limited English proficient students
represent five primary languages other than English.
OVer 50% of the school's student population receives
social services support. Emmerton has a student
transiency rate of 67%. The crime rate in the community
is one of the highest in the city. Daily occurrences of
gang. related criminal activities, robbery, assault,
rape, drug dealing and prostitution are documented.

The San Bernardino City Unified School District and San
Bernardino County Probation Department, Child Health and
Disability Program, Department of Public and Social
Services, Parks and Recreation, Public Health Cnildren"s

PLAN OF WORK
"AFTER SCHOOL PROGRAM" - Emmerton Elementary School and
Parks and Recreation will establish an after school' program,
The number of days to be determined. Parks and recre4tion
will provide support for structured activities and student
supervision. Emmerton Elementary School will provide
facilities. The program may include the following:
- structured sport activities rotating each quarter
- arts and crafts activities
- reading is fun
School Police will provide security. This program is open
to all elementary school ages children within the boundaries
of Emmerton Elementary School.
PLAN OF WORK
"OFF TRACK PROGRAM" - Emmerton Elementary School and Parks
~d Recreation will establish an off track year round
program. This program will be housed at the Agricultural
Building (San Gorgonio High School) 'located directly
adjacent to Speicher City Park. This park is located
approximately 2 blocks from Emmerton Elementary School.
This program will be supervised by parks and recreation.
School Police will provide security. The program components
may include:
- physical education activities
- Camp Fire activities
- tutorial program
- drug and alcohol prevention activities
- support groups; self-esteem, coping, peer pressure
Distribution of information regarding programs will be done
by Emmerton Elementary School to students parents who are
eligible.
PLAN OF WORK
"LITERACY PROGRAM" - Emmerton Elementary School and the
Family Literacy Project will establish a site based literacy
program. The project will target parents of high-risk
students. The program may include:
literacy classes for parents
- preparation for written drivers test
assistance in forms (welfare, medical, etc.)
- how to read to your child
Child care will be provided for pre-school ages children. A
homework program will be available for children that are
school aged.
The number of days will be determined.

PLAN OF WORK
"CHILDREN" S NETWORK" The Children' s Network has
established Case Management Councils under a Standing Order
from the Juvenile Court. The council is multi-disciplinary,
comprised of professionals knowledgeable about children at
risk from specific county agencies. The purpose of the
coordination and care management, needs assessment and
planning, and education.
The Children-s Network will establish a
Council at Emmerton School to assist in the
services at the School and to review cases
