Whereas, Statistics indicate a 4.9% under count in the County of
San Bernardino, and
Whereas, Statistics indicate a 3.4% under count in the City of San
Bernardino, and
Whereas the deadline for public comment has been established as
June 21, 1991, Now Therefore,
We, the MAyor and Common Council hereby express our concern that an
undercount has occurred and hereby go on record requesting an
adjustment for our City of the 1990 Census, Dated this 19th
Day of June 1991.

Developments on he Census Undercount Adjustment,
The Department ot Co erce is requestinq public comment on
whether or not the 1990 cenr,US should be adju8ted tor overcount or
undercount. I am writinq to intorm you that the deadline tor
comment i. June. 21. 1991. t is critical that you write a pUblic
comment expressinq that an adjUstment is necessary. Many
orqanizations aqainst the adjustment will be writing to the
Department of Commerce. Th refore, it is imperative that Hispanic.
and minorities express th ir position urqinq the Secretary of
COmmerce to adju.t the Cen us.
If an adjustment ia n t made, tha laborious work pertainin;
to the Census endured by yo and other orqanization would have been
meaninqless. Hispanics Wit.l not be fairly represented ane! the
communities in which they Ive will not raceive thair tail' share
of public resources. Many orqanizations 8upportee! "be countee!in
the Censu." campalqns which'lwere extremely important to the succa..
of the Census, however, to maxlmlze you~ effort you need to send
a comment prior to the dea line.
In order to counter he numerous comments by orqanizatlon.
aqainst the adjustment 0 the Census, every pex-son need. to
immediately addre.. a co ent on behalf Of an adjustment. Each
comment is indispensable to the w.ll-being Of our community. The
political future of Hispani s and minorities remalns in our hand..

Department of Commerce. t states many concerns Hisplanics and
minorities have pertaining 0 the importance of an adjustment I:leinq

Censu. Adjustment Update and Guidelines

In 1988, the Cities of New Yorlf, Los Anaeles, Chicaao. Houston; Dade COW1ty;
the states of New York and California; the U.S. Conference of Mayors; the National
League of Cities; LULAC; tbe NAACP, and others filed a lawsuit against the
DepllJ1ment oC Commerce over its arbitrary October 1987 decision not to adjust the 1990
Census to compensate Cor the differential undercouDt oC minorities.

1ft July 1989, a Pardalscttlcmelt was reached. In the settlemeftt, the Departlllellt "
of Commerce agreed to: approach th adjustment question de novO: conduct a post-
enumeration survey (PES) of at least 50,000 households; appoint a special advlsdry
committee of expertS to monitor and fdvise OD the consus and the PES; issue auidelines
under which an adjusunent could be c nducted; and decide by July IS, 1991 whether or
not to adjust.
The preliminary' auidelines issu~d in December 1989 were heavily criticized by the
plaintiffs. The Department issued revjsed auidelines in March 1990 (these are listed
below). These suidelines were cballe.qged by the plaintiffs but upbeld by the conn,
which agreed that they were easily sub~ct to abuse but ruled that they met the minimum
standards set fonh by the settlement. r 1 ne coun ruled that an adjustment would not be
barred by the Constitution (which is t~e subject of one of the auidelines), and that the
nature of the guidelines would sUbJectjthe Department's decision whether or not to
adjust to closer mutiny by the court. ,
The ceDSUS results which were ubmitted to the Presideftt lIS late December 1990 -
. which indicated the number of repre~ntatives elch state will receive .. and the more
detailed teDSUS figures released In Fe~t\Iary 1991 .. wlUCh will be used by the stites to
redistrict -. are label~d as prelJlllina\y anlllu\?Jeet to cprrec:tion. A decision on
adjustment must be made by the seCTary of Commerce by luly IS, 1991.
The PES was conducted durins the summer and fall of 1990. Preliminary
estimates of the PES were released 0 April 18, 1991 and revised figures will be released
sometime in lune 1991.

Adjustment Guidelines:

The Census shall be considere the most accurate count of the population of the
United States, at the nadonal. tate, and locaIlcvel, unless an adjusted count Is
ShOWD to be more accurate. e criteria for accuracy shall follow accepted
statistIcal practlce and shall re uire the hi&hest level of professional judgment
from the Bureau of the Census No statistical or inferential procedure may be
used as a substitute Cor the Ce us. Such procedures may only be used as
supplements to the Census.

The 1990 Census may be adjus cd if tbe adjusted counts are consistent and
complete across all jurisdiction I levels; national, state. local, and census block.
The resulting counts must be 0 sufficient quality and level of detail to be usable
for Congressional reapportio eot and lepslative redistricting. and for all
purposes and at all levels for hich census counts arc published.
The 1990 Census may be adjus cd if the estimates acne rated Crom the pre-
specified procedures that willi ad to an adjustment decision are shown to be
more accurate than the census enumeration. In particular, these estimates must
be shown to be robust to varia 'ons in reasonable alternatives to the production
procedures. and to variations i the statistical models used to generate the
adjusted figures.
The decision whether or not t adjust the 1990 census should take into account
the effects such a decision mia t have on future census efforts.

or Federal statutes.

There will be a determination hether to adjust the 1990 census when sufficient
data are available. and when a alysis of the data is complete enouah to make
such a determination. If suffic ent data and analysis of the data are not available
in time to publish adjusted co ts by July 15. 1991, a determination will be made
not to adjust the 1990 census.
The decision whether or not t adjust tbe 1990 Census shall take into account the
potential disruption of the pro CIS of the orderly.transfer of political
representation likely to be cau ed by eitber course of action.
The ability to articulate clearl the basis and implications of the decision whether
or not to adjust shall be a fact r In the decision. The general rationale for the
decision will be clearly stated. The technical documentation lyina behind the
adjustment decision shall be in keeping with professional standards of the
statistical community.
