Recommended motion:
That the Parks, Recreation and COTllllunity Services Department be authorized and directed
to establish a non-profit foundation for the specific purpose of:
1. Aiding, sponsoring, promoting, advancing and assisting in the provision of public
parks, open spaces, recreation and cOTllllunity services in the City of San Bernardino.
2. Receiving, investing and utilizing funds acquired through dues, donations, grants,
gifts, bequests and solicitation for the purposes for which the corporation is formed.

The Commission actions came as a result of several months of
deliberation through its Resource Committee. The Commission
recognizes and endorses the advantages that a foundation can
provide to the department. Some of these are:
1. Provide a mechanism to apply and compete for
foundation and corporate grants that are restricted
to non-profits.
2. Provide an incentive to prospective donors to the
department by making donations tax deductible.
3. Provide a reduced postal rate for bulk mailings.
4. Provide greater public recognition and
understanding about the department, its goals and
its needs.
5. To assist in meeting some of the needs for which
current resources cannot provide.
The establishment of a non-prOfit foundation associated with
City parks and recreation departments is a fairly common
practice. Approval is recommended.
