CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
The State of California under various statutes and titles. requires local
governments to adopt and enforce the State Building Code. The State has
published the 1990 Edition of the National Electrical Code with an effec-
tive date of July I. 1991.
The proposed ordinance will keep the City of San Bernardino in step with
the State requirements as well as other local government agencies.

INFORMATION BULLETIN
On August 17,1990, and November 26,1990, the California Building Standards Commission
approved the State's adoption of the 1990 National Electrical Code, with necessary state
amendments.
The publication date of the ~alifomia Electrical Cod,. Title 24, Part 3, will be January 1; 1991,
with an effective date of July 1, 1991.

Senate Bill 2871 (Chaptered 88-1302) mandates that the building standards contained in the
Uniform Building Code CUBC), of the International Conference of Building Officials (lCBO), the
Uniform Plumbing Code (UPC) of the International Association of Plumbing and Mechanical
Officials (1APM0), the National Electrical Code (NEC) of the National Fire Protection Association
(NFPA), the Uniform Mechanical Code (UMC) of the International Conference of Building Officials
(lCBO) and the International Association of Plumbing and Mechanical Officials (IAPMO) as
referenced in the California Building Standards Code (Title 24) shall apply to .lII1 occuDancies
throughout the state and shall become ~ective 180 davs after Dublication in the California
Building Standards Code (Title 24) by the California Building Standards Commission.
In addition, amendments or additions to the California Building Standards Code (Title 24) adopted

Standards C e (Title 24), shall me effective 180 s after publication of the California
Building Standards Code (Title 24) by the a lfomia udding Standards Commission.
To help you use and maintain your 1990 edition of'the NEC with the 1991 California Amendments
in its merged format, you should order the 1990 NEC in a loose-leaf binder so you can easily insert
the 1991 California Amendments~'nIe 1990 edition of the NEC with the 1991 California

ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING
SECTION 15.04.020(9) OF THE SAN BERNARDINO MUNICIPAL CODE TO
ADOPT THE NATIONAL ELECTRIC CODE 1990 EDITION.
WHEREAS, pursuant to California Health and Safety Code
Section 17958, local governing bodies are required to adopt
regulations imposed by Section 17922 of the California
Health and Safety Code; and
WHEREAS, it is necessary to update codes incorporated
into the San Bernardino Municipal Code.
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS;
SECTION 1. Section 15.04.020(9) of the San Bernardino
Municipal Code is hereby amended as follows:
"Section 15.04.020(9).
