CITY OF SAN BER&DINO - REQUEST QR COUNCIL ACTION
STAFF REPORT
The City's present Sphere of Influence was determined several years ago, and, with the
exception of a few minor modifications, has not been expanded recently.
There have been some developeents proposed in the area generally north of Devore,
along the 1-15 Freeway. This area is currently un-incorporated territory and does not
lie within any City's Sphere of Influence.
It would be beneficial to the City to have these area's within the City's Sphere of
Influence with the possibility of annexation at a future. time.
The proposed expansion calls for extension of the City's Sphere of Influence
Southwesterly, to be co-terminus with the City of Rialto's Sphere of Influence, and
extending northerly along the 1-15 Freeway, terminating in an area generally southerly
of Cajon Junction. The proposed expansion includes approximately 15,200 acres, but
most of the developeent would more than likely occur along the 1-15 Freeway.
On April 15, 1991, authorization was given proceed with the proposed expansion of
the City's Sphere of Influence.
The attached Resolution makes a formal application to LAFCO for this proposal.
Approval by the Commission will be the final action on this proposal, and no
further action on part of the City will be necessary.

WHEREAS, the Mayor and Co_on Council as the governing body of the
City of San Bernardino desire to initiate proceedings pursuant to the
Cortese-Knox Local Government Reorganization Act of 1985, Division 3,
commencing with Section 56000 of the California Government Code, for the
expansion of the Sphere of. Influence of the area generally located
Northwesterly of the City of San Bernardino City Limits, and Southerly of
Cajon Junction; and
WHEREAS, the territory of the proposed expansion area is described
more fully in Exhibit "C" attached hereto and incorporated by reference as
fully as though set forth in length herein; and
WHEREAS, this proposal is being initiated by the City of San
Bernardino in order to establish an orderly growth of the proposed area.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
Application and a proposal is hereby made to the
Local Agency Formation Commission of the County of San Bernardino to take
proceedings for expansion of the Sphere of Influence of the City of San
Bernardino generally located Northwesterly of San Bernardino City Limits,
and Southerly of Cajon Junction as outlined in the justification form marked
24 Exhibit "A", Plan For Services, marked Exhibit "B" and the Factors of
25 Consideration marked Exhibit "C", and a full description of the area
26 proposed for annexation marked Exhibit "D", which said Exhibits are attached
27 hereto and incorporated by reference as fully as though set forth in length
28 herein, in the manner provided by the Cortese-Knox Local Government
Reorganization Act of 1985.

CITY LI!'IITS OF THE CITY OF SAN BERNARDINO
The Mayor and !'Ie.bers of the Common Council of the City of San Bernardino agree
and desire to expand the City's Sphere of Influence for the area generally
located Northwesterly of the City Limits of the City of San Bernardino, and
generally Southerly of Cajon Junction for the following reasons:
1. The territory proposed in this expansion is contiguous to the Corporate
Limits of the City of San Bernardino.
2. The expansion of the City's Sphere of Influence, will help contribute to
and facilitate the orderly growth and development of the proposed area, and
future annexations of territory within the proposed area will help to provide a
uniform and orderly manner of growth, planning and zoning of lands, and the
subdivision of lands therein in such a manner most conductive to the welfare of
said City and the proposed area.
4. The City of San Bernardino has the potential for providing all typical
City services to the area under this proposal. The following is an enumeration
and description of services which would be extended to any annexations occurring
within the proposed territory, which describes the level and range of such
services that will be provided, as well as the feasibility of extending such
services and any improvements that will be required by the City, along with a
description of when the service will commence and the financing of such
improvements and services and any conditions imposed by the City.
a) Planning, Zoning, Code Enforcement and Building Inspection
The City shall provide these services in conformance with appropriate
Government Codes and City Ordinances as well as following the City's
General Plan for zoning and subject to the provisions of Land Use
Ordinance No. 1991. This function is supported by City taxes and
appropriate zoning, building and permit fees.
b) Parks and Recreation - The area proposed for annexation will
have no impact on park or recreational facilities or progrlllls, and no
additional services will be required as a result of the annexation.
The cost to the taxpayer within the proposed annexation will be
collected through the City taxes and by required fees charges to
those individuals who wish to participate in City-sponsored
recreational activities where charges and fees are applicable.
c) Library Service - It is important to note that the resources
of the entire library system are readily made available to the
proposed annexation, including the Central Library located at 6th and
"E" Streets. The cost for these services are paid through City taxes
and become available immediately upon annexation.
d) Public safety, Police - The San Bernardino Police Department is
authorized a complement of 244 sworn officers and approximatelY 128
civilians not counting 72 school crossings guards.
The Patrol Division maintains 6 beat areas of the City. The
Division presently averages 24 Police units on patrol 24 hours a day.

The Detective Division has 30 sworn officers and works from 8:00
a.m. to 5:00 p.m. daily. Monday through Friday.
The Services Division maintains all records and identification
and provides support services to the other two Divisions on a 24 hour
a day basis. The cost for these services are paid through City taxes,
and become available immediately upon annexation.
e) Public Safety. Fire. Paramedic and Rescue Fire protection
services will be provided upon annexation and the affected residents
will be provided with a Class 3 rated Fire department with eleven
(11) different fire stations to respond. A typical structural fire on
the first alarm deploys two (2) engine companies. one (1) ladder
truck company. a paramedic squad and one (1) Battalion Chief. In
addition to fire protection, the City also has a minimum of four (4)
paramedic units on duty 24 hours a day. Each unit has two (2)
paramedics each, giving a total of eight (8) paramedics on duty at
all times. Also, the city is equipped with helicopter assistance for
rescue and/or evacuation services when required. The City is
considering the addition, or relocation, of a fire station generally
in the Verdemont area. which could also serve the area under this
proposal. The cost for these services are paid through the City taxes
and become available upon any annexation.
f) Public Safety, Ambulance Service - The City of San Bernardino.
under Ordinance No. 1987. franchise to Courtesy Ambulance Company as
the only medical transportation carrier within the City limits. The
rates are established by the above ordinance and fees are paid by the
user.
g) Water and Sewer services - The City has the facilities for
extending water and sewer services into the proposed area, as
development in the area would require. and would be more particularly
addressed in any specific annexation proposals.
i) Public utilities - Electricity, Gas and Telephone services are
currently provided for portions of the area. These services would be
extended in the proposed area by the respective utility companies as
development occurs. The rate structure and cost to the property
owners are controlled by the Public Utilities Commission and any
expansion of future service will be created by the request of
developers and/or property owners.
j) Solid Waste. Collection and Disposal - When the area is annexed.
the City will provide service at that time. Also, if upon request,
the City will provide refuse service to the existing customers. or at
the end of the 5 year cancellation period. whichever comes first. the
current fee for twice a week pickup (residential) is $9.50 per month.
k) Street Sweeping , lighting and maintenance These services
would be provided within the proposed area as specific annexations
occur, and would be provided at the same level as throughout the
existing boundaries of the City.

THE CITY OF SAN BERNARDINO
The mayor lIIlC1 Members of the Co_on Council of the City of San Bernardino agree
and desire to expand the City' Sphere of Influence as described above, and hereby
submit the following for consideration relative to this proposal:
1. PRESENT AIlD PI..AIlIlE!! LAND USES IN THE AREA --- The area is currently of a mixed
use of commercial, residential, public facility, public flood control and vacant
land. The City has received inquiries regarding the provision of City services,
froll several developers who had indicated that portions of the area proposed
might be developed for residential use, though no specifics have been planned at
this time.
The City has no general plan designation for this area since it is not within
the City's Sphere of Influence. Upon approval of this proposal, a general plan
amendaent will be initiated by the City to include these areas within the City's
General Plan, thus ensuring an orderly growth and developaent of the area.
2. l'DliENT AIlD PROBABLE NEED FOR PUBLIC FACILITIESJSERVICllS --- Present land use
indicates the probable need for public facilities lIIlC1 services. The area under
this proposal includes the residential co.-unity of Devore, lIIlC1 certain other
developable areas along the 1-15 Freeway. Orderly growth of the area would best
be accomplished, lIIlC1 encouraged if municipal services were available to the area,
and under the jurisdiction of a single agency.
3. PRESENT CAPACITY OF PUBLIC FACILITIES AIlD SERVICllS -- The City's facilities
and services are adequate to serve in the proposed area. The City has current
plans to extend its sewer service based on current developaent plans. The City is
also currently planning on either the relocation or the addition of a fire
station around the Verdemont area, which would also serve the area under
proposal. The City's facilities lIIlC1 staff could be expanded as the area develops
lIIlC1 additional revenues are generated through any future annexations within the
area.
Specifics on services would be provided relative to specific annexation proposals
when they are su~itted.
