AGENCY ADMINISTRATION
HUMAN RESOURCES MANAGER
JOB DESCRIPTION:
Under direction of the Agency Administrator, manages, supervises
and coordinates the functions and activities of the Personnel and
Purchasing functions, and provides staff assistance to the Agency
Administrator.
SUPERVISION RECEIVED AND EXERCISED:
Receives general direction from the Agency Administrator.
SPECIAL OUALIFICATIONS:
This position requires a thorough knowledge of Personnel Rules,
Procedures, Laws and Polices and Practices; Purchasing procedures and
customs; Contract Administration and familiarity with Redevelopment
Procedures. A general knowledge of Risk Management, Safety, Facilities
Management, Equipment Maintenance, Administrative Procedures, Disaster
Preparedness, and overall office management.

EXAMPLES OF DUTIES:
Duties may include, but are not limited to, the following:
a) Plan, Manage and coordinate the goals and objectives of the
Purchasing and Personnel functions consistent with the goals of the
Economic Development Agency; design and implement section polices and
procedures necessary to provide section services and further section
goals; prepare a statement of section objectives and time frames for the
accomplishment thereof.
b) Manage the Personnel Benefits program and administer same.
Prepare all personnel transactions.
c) Conduct all recruitment activities to fill vacant agency
positions.

d) Review salary and benefit compatibility levels to assure
compensation packages are competitive within the labor market and
recommend changes as appropriate.
e) Analyze position and skill level requirements and coordinate
training programs to meet staff needs.
f) Manage a computerized personnel program of personnel records to
provide efficient retrieval and tracking process.
g) Develop and manage a safety program designed to meet Agency
operations and applicable laws.
h) Buy needed supplies, services and equipment in support of Agency
operations. Review all purchasing documents for accuracy and completeness
to ensure compliance with Community Development Commission polices and
procedures.
i) Maintain and oversee all equipment maintenance schedules and the
fixed asset inventory.
j.) Perform related duties as assigned.

OUALIFICATIONS:
KNOWLEDGE OF:
Current principles and practices of redevelopment agency
personnel and purchasing practices.
Laws and regulations related to the federal, state and local
personnel and purchasing profession.
Principles of personnel and purchasing administration,
supervision and training.
ABILITY TO:
Supervise, train, evaluate and advise professional and clerical
staff.
Interpret applicable laws, rules and regulations.
Make independent purchasing decisions within limits of authority.
Make independent decisions and work without supervision.

Assist in budgets preparations and recommend changes to agency
equipment to keep the Agency modern, efficient and able to
operate efficiently on a day to day basis.
Coordinate with all working levels of other agencies,
departments, and staff.
Communicate clearly and concisely, both verbally and in writing.
MINIMUM EXPERIENCE AND TRAINING REOUIREMENTS:
The minimum combination of experience and training for the
position is as follows:
Education:
A Bachelor's degree or equivalent from an accredited collage or
university with major course work in purChasing, personnel,
management or closely related field.
EXDerience:
o
Six (6) years experience in government purchasing, contract
compliance and administration. Four (4) years experience in
personnel management and general administration.
