RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO MAKING FINDINGS AND DETERMINATIONS AS TO THE
BENEFIT OF ASSISTING IN THE DEVELOPMENT OF A LOW- AND MODERATE-
INCOME FAMILY RELOCATION PROJECT.
WHEREAS, the City of San Bernardino, California (the
"City"), is a municipal corporation and a charter city duly
created and existing pursuant to the Constitution and the laws of
the State of California: and
WHEREAS, the Community Development Commission of the City
of San Bernardino (the "Commission") on behalf of the
Redevelopment Agency of the City of San Bernardino (the
"Agency"), is a redevelopment agency, a public body, corporate
and politic of the State of California, organized and existing
pursuant to the Community Redevelopment Law (Part 1 of Division
24) commencing with Section 33000) of the Health and Safety Code
of the State of California (the "Act"): and
WHEREAS, the City and the Agency have previously approved
and adopted the Redevelopment Plan for the State College
Redevelopment Project, the Meadow Brook Central City
Redevelopment Project, the Central City North Redevelopment
Project, the Central City West Redevelopment Project, the Central
City East Redevelopment Project, the Central City South
Redevelopment Project, the Tri City Redevelopment Project, the
South Valle Redevelopment Project, the Northwest Redevelopment
Project, the Mt. Vernon Corridor Redevelopment Project, the
Southeast Industrial Park "Redevelopment Project and the Uptown
Redevelopment Project (the "Redevelopment Plans"): and

WHEREAS, the Agency may, in furtherance of its
redevelopment purposes, undertake redevelopment projects and may
3 use revenues allocated to its low- and moderate-income housing
4 fund in accordance with Health and Safety Code Section 33334.2,
5 et seq., either within or without a redevelopment project area of
6 the Agency to the extent that it determines that the use of such
7 revenues are of benefit to the project area of the Agency; and
8 WHEREAS, the Agency deems it desirable to assist in
9 relocating certain low- and moderate-income households from

housing units in substandard condition which have been closed, to

11 decent, safe and sanitary living quarters (the "Project"), both
12 within and without designated project areas; and
13 WHEREAS, the Project will result in the relocation of a
14 number of low- and moderate-income households and it is in the

interests of the City and the Agency that the Agency causes the
16 undertaking of the Project in order to improve and increase the
17 community's supply of low- and moderate-income housing; and
18 WHEREAS, the Project is located both within and without
19 the project areas and will provide decent, safe and sanitary
20 living quarters to low- and moderate income families making all
21 of the project areas more desirable for development; and
22 WHEREAS, the undertaking of the Project will promote the
23 development of the redevelopment project areas within the City to
24 the extent that it will also provide a decent, and safe
25 residential base to low- and moderate-income families who are

26 employed or engaged in business within such project areas of the
27 Agency which in turn will make such project areas more desirable
28
for industrial and commercial development; and

WHEREAS, in order to promote the City's health, safety and
welfare and ensure the orderly development of the Project Areas
it is important that the Project be assisted with Agency

4 financing; and
5 WHEREAS, it is appropriate at this time for the Mayor and
6 Common Council of the City (the "Council") and the Commission to
7 make certain findings and determinations and take certain action
8 with respect to the financing of the Project.
9 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION

ACTING ON BEHALF OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN
11 BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
13 and are incorporated herein by this reference.
SECTION 1. The Recitals hereinabove are true and correct

SECTION 2. The Commission consents to the payment by the
Agency of certain costs in connection with the relocation of
16 certain lOw- and moderate-income families to implement the
17 Redevelopment Plans of the Agency for the reasons set forth in
18 the Recitala hereinabove. The Commiaaion further finds and
19 determines that no other reasonable means of financing the
20 PrOject is presently available to the City or the Agency and that
21 the Ci ty and the Agency require the use of low- and moderate-
22 income tax increment revenues generated from the Project Areas of
24
23 the Agency in order to assist in the funding of the Project.
SECTION 3. The undertaking of the Project will allow the
25 Agency to promote redevelopment within the Project Areas of the
26 Agency by providing a residential base to low- and moderate-
27 income households and families who may be employed or engaged in
28
business within the Project areas which in turn will help
