WHEREAS, this matter came regularly before this Bureau on
August 11, 1987; and

considered by this Bureau.

WHEREAS, evidence, both oral and documentary, was

FINDINGS OF FACT
1.
Courtesy Ambulance Service of San Bernardino has

This adjustment represents a less than 9% per year
increase on the basic rate since the last City rate adjustment.

3. The proposed increase is not in conflict with
21 provisions of Chapter 5.76 of the San Bernardino Municipal Code
22 or with any other provision of law.

The proposed new rate schedule is just, reasonable, and
24 non-discriminatory.

5.
The proposed new rate schedule is consistent with those
rates charged in surrounding communities.

The proposed increase is necessary due to the increased
28 costs of providing the service and due to the value of the
facilities reasonably necessary to perform the service.

1 CONCLUSION
2 Based on the foregoing Findings of Fact, it is the decision
3 and conclusion of the Bureau of Franchises of the City of San'
4 Bernardino, subject to the approval of the Mayor and Common
5 Council, that the attached new rate schedule for ambulance
6 services to be charged by Courtesy Ambulance Service is approved.

15 review of the decision in this matter must be sought is governed

Civil Procedure which provides, in part, as follows:

local agency, other than a school district, as
the term local agency is defined in Section 54951

board, officer or agent thereof, may be had
pursuant to Section 1094.5 of this code, only
if the Petition for Writ of Mandate pursuant to
such section is filed within the time limits
specified in this section.
(b) Any such petition shall be filed
not later than the 90th day following the date
on which the decision becomes final.

the record as specified in subdivision (c)
within ten days after the date the decision becomes

record is either personally delivered or mailed
to the Petitioner or his attorney of record, if
he has one.n
Please also take notice that Section 1.26.030 of the San
Bernardino Municipal Code provides as follows:
nl.26.030 Preparation and Payment for Record
and Reporter's Transcript.
Upon the filing of a written request for
the record of the proceedings or any portion
thereof, an amount estimated to cover the
actual cost of preparing the record shall be
deposited in advance with the City official
preparing the record. The record prepared by
the City official shall include the transcript
of the proceedings, other than a reporter's
transcript: all pleadings, notices, orders,
final decision, exhibits admitted or rejected,
all written evidence, and any other papers in
the case. When a hearing has been reported by
a court reporter and the Petitioner desires a
reporter's transcript, the Petitioner shall
arrange directly with the court reporter for
the transcript, pay the reporter directly,
and lodge the transcript with the court, serving
notice of the lodging to the City Attorney.n

PUBLIC HEARING
PROPOSED INCREASE - AMBULANCE RATES
CITY OF SAN BERNARDINO
A public hearing before the Mayor and Common Counci~ of
the City of San Bernardino will be held Monday, August 17, 1987,
at 9:30 a.m. in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino. The purpose of the hearing is to consider
an increase in the rates charged for ambulance service by Courtesy
Services of San Bernardino. The major categories of rate increases
are as follows:
