STAFF REPORT
During the Executive Session of March 9, 1987 - a saiary study was
authorized for management/confidential employees. A confirming Reso1-
uti on was: subsequently approved, nami ng the "Personnel Research Center"
as the consultant for the salary study. (Resolution #87-83 copy attached.)
During this same Executive Session, it was directed that a General Unit
and a Middle Management Unit salary study be performed, if these 2 units
would agree to delay MOU negotiations until the results of the study were
available. The agreement to delay negotiations was reported to Council
in the Executive Session of May 11, 1987.
We requested a contract from the consultant on May 18, 1987. The contract
was subsequently received and is attached for your approval.
NOTES: Reports on the Management/Confidential Group and Middle Management
unit were provided to Council June 20, 1987.
The amount of the contract, $9,800-is below the limit set by Coun-
cil for this purpose. The full limit set by Council-$lO,OOO, is
recommended. The additional funds will provide for the consultant
to attend negotiation sessions as needed with the Middle Management
and General Unit for salary study clarification.

AGREEMENT
THtS AGREEMENT, made and entered into. this
day of June,
1987, by and between the CITY OF SAN BERNARDINO, hereinafter referred to
as the CITY, and the PERSONNEL RESEARCH CENTER, hereinafter referred to
as the CONSULTANT and:
WITNESSETH
WHEREAS, the CITY desires professional services to conduct a salary rate
study of management/confidential, middle management and the general
employee bargaining unit, resulting in recommended salary alignments;
WHEREAS, CONSULTANT is well qualified and willing to provide such
professional services;
NOW THEREFORE, in consideration of their mutual covenants, the parties
agree as follows:
SALARY RATE STUDY
The CITY agrees to participate in the salary rate study project as
described herein and in Agreements with employee representatives of Middle
Management and the General Unit, and as modified in writing by mutual
agreement.
During the course of the project, the CITY will provide working space and
telephone service for calls related to the project, schedule meetings, and make
available to the CONSULTANT records and documents related to the study. It is
also understood that the Director of Pl!rsonnel will serve as authorized agent to
act as CITY representative and coordinator.

The terms of this agreement and schedule of performance shall be as
follows:
1. The CONSULT ANT agrees to conduct a labor market salary rate
survey of benchmark classes within management, middle management
and general unit employee groups.
Z. The CONSULTANT agrees to select benchmark classes for the labor
market survey based upon input from the Director of Personnel and
employee representatives and the professional judgment of the
CONSULTANT.
3. The CONSULTANT agrees to request the participation of the
following agencies in the salary rate study in accordance with
agreements with appropriate employee groups:

4. The CONSULTANT agrees to utilize the League of California Cities
study entitled, Southern California Public Labor Relations Counsel,
1987 Total Compensation Survey; the Orange County Division of
League of California Cities Benchmark Salary Survey, April 1, 1897;
salary resolutions and other material prepared by each participating
survey agency and personal contacts with personnel department
representatives of each participating agency in the conduct of this
study.

The CONSULTANT shall identify the key comparability factors for
each class and compare those factors with classes of employment
within each participating survey agency.

6. The CONSULTANT shall prepare a summary of the salary data
collected for each benchmark class. The summary shall report the
title of each class reported and the salary paid by the reporting
agency on June 1, 1987. The sum mary shall also indicate the mean
and, if sufficient data are available, the median of the data reported.
7. The CONSULTANT shall recommend a salary range for each
benchmark class which reflects the prevailing rate within the
identified labor market. The CONSULT ANT shall recommend a
salary range for each non-benchmark class based upon an internal
relationship to a benchmark class.
8. The CONSULTANT shall deliver to the Director of Personnel
15 copies each of reports of the salary studies for the
Management/Middle Management groups and the General Unit
employee Unit.
9. The CONSULTANT shall be available, upon request, to present the
management and middle management report to the Common Council
of the City of San Bernardino on or about June 15, 1897.

10. The CONSULTANT shall be available, upon request, to present the
General Unit salary study to the Common Council of the City of San
Bernardino on or about June 30, 1987.
11. The CONSULTANT shall meet with the CITY regarding the
management salary study within the cost of the study. The
CONSULTANT shall be available, at additional cost, to meet with the
City and Middle Management and General Unit employee
representatives regarding the salary studies.
The cost of the salary rate study is Nine Thousand Eight Hundred Dollars
($9,800.00). The payment schedule for the salary rate study is as follows:
1. Payment Schedule
a. Four Thousand Nine Hundred Dollars ($4,900.00) is due upon
submission of fifteen copies of the Management/Middle
Management salary rate study to the Director of Personnel on
or about June 15, 1987.
b. Four Thousand Nine Hundred Dollars ($4,900.00) is due upon
submission of fifteen copies of the General Unit employee
salary rate study to the Director of Personnel on or about
June 30, 1987.
2. The cost of additional services conducted upon request of the
Director of Personnel or the City Administrator shall be at the rate
of Sixty-five Dollars ($65.00) per hour.

MISCELLANEOUS PROVISIONS
1. The CONSULTANT shall provide worker's compensation insurance or
self-insure hisfher services.
Z. It is expressly understood and agreed to by both parties hereto that
the CONSULTANT, while engaged in carrying out and complying with
any of the terms and conditions of this Agreement, is an independent
contractor and is not an officer, agent or employee of the CITY.
3. The CONSULTANT and CITY both have complete copies of the entire
Agreement and are familiar with its contents.
4. Only the Authorized Agent of the project may authorize release for
publication of any data, information and/or materials resulting from
the project.
5. This Agreement shall be effective April 8, 1987, through
September 1, 1987.
IN WITNESS THEREOF, the parties hereto, by their duly authorized
representatives have affixed their hands on the day and year in this Agreement
first above written.

RESOLUTION AMENDING ~~NGEMENT AND CONFIDENTIAL EMPLOYEE

WHEREAS, the San Bernardino Manaqement Association (hercin-
after Associotionl has submitted to the ~ayor and Common Council
a list of requested changes to the compensation and benefits
currently received by Management and Confidential employees of the
City; and,
WHEREAS, in a meeting of the representatives of the Associa-
tion with the Mayor and Common Council some of such requested
changes were accepted and others rejected and a final agreement
was mace as to which of the changes were to be implemented; and

wis~ to set forth by resolution the changes to be made in the
compensation and benefits of the Management and Confidential
employees of the City in order that such changes may be imple-
mented;
NOW THEREFORE, BE IT RESOLVED THAT:
1. The Mayor and Common Council shall immediately upon the
adoption of this resolution cause a salary survey to be conducted
by the independent firm of Personnel Research Center for the pur-
pose of determining the difference between the salaries paid to
employees in the affected classifications in the City of San
Bernardino and the salary received by_persons occupying like or
similar classifications in other similarly situated governmental
entities. Salary shall be as defined by the independent firm.
It is further agreed that within 30 days following date of
receipt of the results of such survey, the Mayor and Common

with the representative of the Association and agree upon a plan
for the implementation of such adjustments as indicated by the
survey. Said imo1ementation shall become effective on or before
July 1, 1987. The findin0s of the survey shall be phased in on a
uniform basis for all employees affected thereby.
2. Effective April 1, 1987, the City's contriDution to the
Cafeteria Plan Benefit for each affected employee shall be ad-
justed in an amount sufficient to provide full coverage for such
employee, and his or her qualified dependents, if any, to a max-
imum amount equal to the cost of the family health coverage under
the City's self funded health program, and in an additional
amount sufficient to cover the cost of long term disability in-
surance for the employee only.
The City's contribution for the above-described benefits
shall be increased as needed to insure the continuation of such
benefits at the indicated levels subject to annual review of the
cost thereof by the Mayor and Common Council.
3. Effective April 1, 1987, the basic life insurance pro-
vided by and fully paid for by the City shall be increased to
$50,000 for Management employees and $25,000 for Confidential
employees.
4. Effective April 1, 1987, each Department Head shall be
entitled to an allowance of $50.00 (fifty dollars) per month to
cover various work related expenses. Such allowance shall not
be cumulative and shall not be allowed to accumulate from month
to month. Sums provided hereunder shall be on a reimbursement
basis under a system to be developed by the City Administrator.

As a follow up to the discussion we had last time you came to City Hall. please
mock up an acceptable agreement for salary study purposes so that I can submit
same to our City Council for approval. The agreement should include compensa-
~on for all three studies. General Unit. Middle Management and Management/Confi-
dential. As we anticipated. salary study approval was formalized via the Council
meeting of May 11.
During our last meeting. I noted that our Affirmative Action Officer was also
the Training Officer. as same may reflect on the salary for this position. At
the time. the proposed job description had not been received by this office.
It has now been received. and a copy is attached to this letter for your use in
salary placement.
