HomeMy WebLinkAbout2008-063 1 2 3 4 5 6 7 RESOLUTION NO. 2008-63 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO 1) AUTHORIZING THE REALLOCATION OF THE 2006-2007 AND 2007-2008 COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") FUNDS IN THE AMOUNT OF $146,000, AS PER ATTACHMENT I AND 2) APPROVING AMENDMENTS TO THE 2005-2010 CONSOLIDATED PLAN AND THE 2006-2007 AND 2007-2008 ANNUAL ACTION PLANS (OPERATION PHOENIX NEIGHBORHOOD INITIATIVE) 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the City of San Bernardino ("City") is an entitlement city and eligible to participate in the United States Department of Housing and Urban Development's ("HUD") Community Development Block Grant ("CDBG"), HOME and Emergency Shelter Grant ("ESG") Programs for program year 2006-2007 and 2007-2008; and WHEREAS, the Mayor and Common Council of the City of San Bernardino ("Council") desires to reallocate CDBG Funds from program year 2006-2007 and 2007-2008, as provided in the Staff Report and Attachment I; and WHEREAS, the Council desires to amend the 2005-2010 Consolidated Plans and the 2006- 2007 and 2007-2008 Annual Action Plans to reflect said reallocations. NOW, THEREFORE, IT IS HEREBY RESOLVED, DETERMINED AND ORDERED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, AS FOLLOWS: Section 1. The Council has conducted a public hearing on February 19,2008, that was called pursuant to a published notice in the manner as required for the actions of the Council as herein approved and has considered all written items and testimony as submitted at such time. The Council hereby approves the reallocation of CDBG Funds from 2006-2007 and 2007-2008 program years to projects and programs, as identified in the Staff Report and Attachment 1. Section 2. The Council hereby approves amendments to the 2005-2010 Consolidated Plan and the 2006-2007 and 2007-2008 Annual Action Plans. Section 3. DESCRIPTION OF PROPOSED CDBG PROJECTS: STAFFRECO~NDATIONS 1. Exnansion of Oueration Phoenix Neil!hborhood Initiative $146,000 The Operation Phoenix Neighborhood Initiative's 3 focus areas include: Central Area (initial area), approximately I mile diameter around Wabash Street and Sierra Way; Western Area, approximately 1 mile diameter around 16th Street and Califomia Street; Eastern Area, approximately I mile diameter around Sterling Avenue and Highland Avenue; North Area, approximately I mile diameter around 44th Street and Sepulveda Avenue. Funds will be used to offer youth activities, programs and services that include after school recreation activities and health and wellness programs. These programs will be geared for "at-risk" youth providing counseling, job training and referrals, computer classes, and mentoring programs working with the City of San Bernardino's Police Department.
