Background: IT currently connects 31 City remote sites through the use of Frame Relay by contracting with AT&T. Frame Relay is an older technology that is being phased out of the industry. We are currently at the end of a 3-year contract with AT&T and this is an appropriate time to convert our wide area network to one using full bandwidth (clear channel) technology. This conversion will be less expensive and provide better performance to all of our telco connected remote sites. The pricing in this contract is the same pricing negotiated by the State of California with AT&T. This fact mandates the use of AT&T "Letter of Intent" agreement as opposed to the City's VSA (Vendor Sales Agreement). The AT&T Letter of Intent has been used by the City for the last 4 years for contracts with AT&T. o A three year term on this contract has 8II0wed substantial savings in nonrecurring costs (installation for this project would have been upwards of $75,000.00 with a month to month contract). Financial Impact: Frame Relay costs for the fiscal year 07/08 were $182,800.00. Projected Frame Relay costs for filiCaI year 08/09 would be $203,000.00. This increase is due to two factors, an increase in the number and bandwidth of frame relay circuits being used by the City and a slight increase in per circuit costs. Projected costs to transition to a DS3/TI network for year one would be $177,785.59. Projected costs for year two and three would be $174,759.73, the difference being a small installation charge per circuit This would result in a year one reduction in telco expenses of approximately 12.3% ($25,000.00). BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION I: That AT&T is the selected source for the City's data transport services. AT&T gained selected source status by being awarded an open bid contract issued by the State of California. This award is known as the Cal-Net 2 contract and is valid through January 2012. Pursuant to this determination, The Director of Finance of hislher Designee is hereby authorized to issue an Annual Purchase Order to AT&T for-. the City's data transport services in the amount of$177,78S.59. The contract term is 36 months. SECTION 2: That the City Manager of the City of San Bernardino is hereby t 7 authorized to execute on behalf of said City Letters of Intent between the City of San o 18 19 20 21 22 23 24 25 26 27 28 Bernardino and AT&T, a copy of which is attached hereto, marked Exhibit "A", and incorporated herein as if fully set forth at length. B.l of said code, "Purchases through an advantageous governmental contract". SECTION 4: The above authorizations are rescinded ifnot executed/issued within sixty (60) days of the passage of this resolution.
