Synopsis of Previous CommissionfCounci1/co.mittee Action:
On April 17, 1989, the Community Development Commission approved an
agreement with Main Street, Inc., budgeting $2,250.00 for streetscape
improvements.
On October 15, 1990, the Community Development Commission approved the
components of the Main Street, Inc., streetscape plan.
On March 18, 1991, the Community Development Commission approved the
Negative Declaration on the Environmental Impact Review.

MAIN STREET. INC. STREET SCAPE
The Community Development Commission approved a budget of
$2,250,000 for Main Street, Inc. Street Scape improvements.
The Sun Company is constructing the Street Scape around the block
they occupy. Main Street has an agreement to reimburse the Sun
Company on a 50/50 match for the Main Street components of that
Street scape, not to exceed S150.000. Those funds would come out
of the budgeted S2,250,000.
Main Street has spent $141,985.00 on engineering drawings. This
has been paid out of Main Street I s operating budget and has no
impact on the budgeted $2,250,000.
The'$2,250,000 was budgeted and set aside as an arbitrary figure
before the Street' Scape program was designed.
The Street Scape was designed to improve the aesthetics as well as
for safety and security of the target area.
The engineering drawings, specifications, and cost estimates have
been completed and revised several times to meet the Engineering
Department's requirements. The cost estimates for the total
project are substantially higher than the budgeted amount.
In the agreement between RDA and Main Street it states...In the
event the public improvements exceed the amount budgeted, Main
Street, city and Commission will together formulate an appropriate
funding plan that may include phasing *.
* The city Engineering Division has the following comments:
The estimated construction costs are based on estimates prepared by
the consultant and reviewed by the Public Works Department. 5\ has
been allowed for contract administration and inspection and 15%
contingencies are also included in the estimates.
Development of the intersections of "E" and Second, "E" and Court,
and "E" and Fourth, with concrete pavers in included in Motion A
and B. Cost for the three intersections is estimated at
$449,550.00.
All estimates include an allocation for pedestrian lighting
although it is not know if these systems will be installed by the
contractor or Edison at this time. Approximately $924,000.00 is
for the pedestrian lighting exclusive of the tree uplights.

Plans are prepared for the entire project area, however, without
additional funding it will not be possible to complete all of the
work and a 50% reduction in contract quanti ties will require a
negotiated contract price change. The project specifications allow
for an increase or decrease of 25% in contract quantities and the
unit costs bid in the project but after the 25%,. it must be
negotiated. Staff would not recommend bidding the full project
without additional funding being identified.
The alternatives are:
Ootion 1: Identify additional funding and complete the Main
Street, Inc. Street Scape target area ($4,170,000).
Motion A: That the Community Development Commission authorize and
direct the Public Works Department to prepare bid documents and
sol:l,cit bids for the Main Street, Inc. Street Scape target area, to
include the north side of Second Street to the south side of Sixth
Street, the west side of arrowhead avenue, to include both sides of
"E" Street, and, Fourth Street, from Arrowhead Avenue to "F"
Street.

Ootion 2: Phasing: complete both sides of "E" Street from Second
to Sixth--both sides of Fourth Street from Arrowhead Avenue to "F"
Street, which includes the intersection pavers ($1,879,856).
Motion B: That the Community Development Commission authorize and
direct the Public Works Department to prepare bid documents and
solicit bids for both sides of "E" Street, from Second Street to
Sixth Street, and, both sides of Fourth Street, from Arrowhead
Avenue to "F" Street.
aotion 3: Phasing: complete both sides of "E" Street from Second
to Sixth--both sides of Fourth Street from Arrowhead Avenue to "F"
Street, but eliminate the paved intersections ($1,430,306).
Motion C: That the Community Development Commission authorize and
direct the Public Works department to prepare bid documents and
solicit bids for the both sides of "E" Street, from Second Street
to Sixth Street, both sides of Fourth Street, from Arrowhead Avenue
to "F" Street, deleting the paver intersections at the intersection
of "E" and Second Streets, the intersection of "E" and Court
