negotiate a change order, to the contract for
installing traffic oignals at Valencia Ave. & 21st
Street, for widening the south side of 21st St, west
of Crestview Avenue.
04-15-91 -- Resolution No. 91-127 adopted, awarding a contract for
the low bid price of $75,540.80, for installation of
sidewalk.
Recommended motion:
That Change Order No. One to the contract with Gosney Con-
struction, for the installation of sidewalks at various locations,
in accordance with Plan No. 8340, be approved, to authorize the
widening of 21st Street (south side) from Crestview Avenue to a
point 372 feet to the west, at an increase in the contract price
of $24,689.00, from $75,540.80 to $100,229.80.

The latest expansion to the St. Bernardino Medical Center
was approved as Conditional Use Permit No. 88-57. Two of the
conditions of approval were that traffic signals be installed at
the intersection of Valencia Avenue and 21st Street, and that a
left turn lane be provided for 21st Street.
Provision of a left turn lane in 21st Street will require
either the prohibition of parking along the south side, from
Crestview Avenue to a point 372 feet to the west, or widening
the street. Residents and property owners expressed opposition
to prohibiting parking. Therefore, at the Council meeting of 2-
4-91, direction was given to negotiate a change order for the
widening with the contractor for installation of traffic signals
at Valencia Avenue and 21st Street.
A price quote was requested from the traffic signal
contractor. The price quoted was about $34,000, which was
considerably more than our estimate.
At the Council meeting of 4-15-91, a contract was awarded
to Gosney Construction for the installation of sidewalk at
various locations. Since the items of work under this contract
are similar to those for the widening, a price quote was re-
quested from this Contractor, Gosney Construction. The price
quoted was $24,689.00, which is slightly less than our estimate.

Since the widening is required in order to provide the
left turn lane, as required by conditions of approval for CUP
88-57, it would seem to be appropriate to finance the cost from
the funds paid by St. Bernardine Medical Center. These funds
are listed under Account No. 122-353-57060.
We recommend that Change Order No. One be approved, with
the costs financed from the payment from the St. Bernardine
Medical Center.
