12-04-89 -- Resolution No. 89-485 adopted authorizing execution of
Agreement with San Bernardino Baseball Club relating to
the use of Fiscalini Field in Perris Hill Park.
12-10-90 -- Reapportionment of Park Construction Fee Funds
approved, to provide $96,140 for expansion of parking
lot for Fiscalini Field.
04-01-91 -- Determination made that expansion of the parking lot
for Fiscalini Field, at Perris Hill Park, can be
performed b~ City Forces.
Recommended motion:
1. That the Negative Declaration for Public Works Project No. 91-
01, Fiscalini Field Parking Lot Expansion, be adopted.
2. That a finding be made that Fiscalini Field Parking Lot
Expansion is consistent with the General Plan.

STAFF REPORT
The Negative Declaration for Public Works Project No.
91-01 was recommended for adoption by the Environmental Review
Co=mmittee at its meeting of 2-28-91.
A 21-day public review period was afforded from 3-7-91
to 3-27-91. No comments were received.
We recommend that the Negative Declaration be adopted
and a finding made that the project is consistent with the
General Plan.

OF ENVIRONMENTAL IMPACT
THE CITY OF SAN BERN1?RDINO proposes to adopt a Negative
Declaration for the lollovinq projects. Tha Environmental
Review Committee found that the project will not have a
significant eflact on the environment on the basis of the
I!~ initial study and mitigation measures (i! applicable).

policies and implementation measures in the General Plan to
enable adoption of the Dwelopmant Code.
CONDITION L. USE PERMIT NO. 90-34 - TO COTlftruCt a 15,OS6
square foot Chapel and a 208 square loot storage building as
Phase I. Phase II consists of a 3,680 square foot institute
building and a 12,100 square foot gymnasium, platlorm and
offices. The 6.11 acre site is located on the south aids of
Northpark Boulevard, west of Little Mountain Drive in the RU-
1, Residential Urban land use designation.

square loot addition connecting two existing medical otlica
buildings in the CO-1, Commercial O!lics land use district,
and to expand the existing parking lot into an area
designated RM, Residential Medium. The 0.69 acre site is
located on the southeast corner o! 11th and "D" Streets.
REVIEW OF PLANS NO. 90-SS - To construct a lour-level
parking structure with 253 stalls on the.sama property as the
downtown Walls Fargo Bank Building. Subject property con-
sists of 1.03 acres located between Third and Court STreets,
approximately 196 feet east o! the centerline of "D" Street,
i,n the CR-2, Commercial Regional-Downtown, General Plan land
use district.

course maintenance lacility, consisting of an 8,400 square
toot maintenance building, a 192 square loot storage shad,
above-ground luel tanks with dispensers and 14,300 square

consists of 90 acres, located at the southeast corner of
Parkside Drive and Parkdale Drive, in the PCR, Public
Commercial Recreation, General Plan land use designation.

i. EARTH RESOURCES '
e. This project x111 resurface an existing dirt parking lot and
and pzovid~ 128 parking spaces to Fiscalini Hall Park in Perris
Perris Hill Park. The project area, generally, is susceptible
to High Potential for Water erosion as delineated in Section
12.0 - Geologic and seismic, Figure 53 , of the City's General
Plan. Potential limitations or hazards associated with soil
at the project area include erosion or sfitatlon However,
the proposed project which will include paving of an existing
parking lot, doss not propose structures and tharelora will not
result in any adverse impacts to the environment nor pose any
hazard to persons utilizing the lot.
g. The proposed project is located adjacent to an area of moderate
relief or slops and which has been determined to contain low
to moderate susceptibility to landslides; designated by Fiqura
52 in Section 12.0 -Geologic and Seismic o! the City'• General
Plan. Precipitation, seismic tremors, ground shaking and
frost can cause landslides and debris slides.
It in an area which may contain small to large rotational
slides, debris slides and combinations o! surficial slides and
!lows.
Spacitically though the parking lot area is relatively
flat and not sloped. The proposed use will be intermittent
and seasonal. According to the Senior Civil Engineer o! the
Department of Public Works, any impacts will be non-significant
due to the Tact that the parking area lies north o! the area
designated High Susceptibility. Furthermore, PW 91-01 will be
resurfacing an existing dirt lot aith relatively little grading
nor any earth movement or disturbance to the land.
This project will resurface the lot and provide 128 parking
spaces !or Fiscalini Hall Park in Parris Hill Park.
3. WATBR RESOURCES
a. Development or additional pavement will result in changes in
the absorption rates, drainage patterns and the rats and amount
o! surface runof! due to impermable surfaces. Any increase in
impsasabis surfaces such as roadways or parking lots would
colisct water and result in soma increases o! net runoff.
All excessive, accumulated runoff over hardscape surlacea will
bs directed towards and into approved drainage facilities.
Any impacts will thus be reduced to non-signilicanca.
